Objectives

The primary objective of this tender is to appoint a qualified contractor to undertake the construction of the Dikidikini Bridge over the Mzintlava River near Dikidikini Village in Ntabankulu Local Municipality, Eastern Cape. The project aims to deliver a structurally sound bridge that meets specified technical, safety, and quality standards within the stipulated timeframe.

Scope

The scope encompasses all activities related to the construction of the Dikidikini Bridge, including site preparation, design, procurement of materials and equipment, construction, quality assurance, health and safety management, and project completion. The scope also involves compliance with relevant regulations, environmental considerations, and stakeholder requirements as detailed in the tender documentation.

Technical Requirements

• Construction of a bridge with specified design standards and quality plans.
• Provision of a detailed programme illustrating project milestones and completion within 12 months.
• Implementation of a comprehensive Quality Plan, Health and Safety Plan, and Management Methodology.
• Provision of relevant experience, management CVs, and evidence of similar completed projects.
• Availability of plant, equipment, and skilled personnel as per specifications.
• Adherence to Occupational Health and Safety regulations, including submission of relevant certificates and compliance documentation.
• Provision of performance guarantees and insurance coverages, including professional indemnity and construction insurance.
• Compliance with local content and BBBEE requirements, including subcontracting commitments.
• Submission of all required returnables, including registration certificates, financial standing, and experience records.

Skills Requirements

• Proven experience in bridge construction and civil engineering projects of similar scope and complexity.
• Qualified management personnel, including a Contracts Manager (civil engineering degree with at least 15 years post-qualification experience), Site Agent (minimum B Tech in civil engineering with 10 years experience), and a qualified Construction Health and Safety Officer (SACPCMP registered).
• Skilled artisans, plant operators, and technical staff with relevant experience in bridge and infrastructure projects.
• Capability to develop and implement quality, safety, and environmental management plans.
• Ability to meet project timelines and deliver within budget constraints.
• Knowledge of local regulations, environmental standards, and community engagement practices.
• Demonstrated financial stability and capacity to undertake the project, supported by recent audited financial statements and bank ratings.
• Effective management of subcontractors and supply chain to ensure project continuity and compliance.
