Objectives

The primary objective of this tender is to appoint a qualified contractor to install a pond liner and carry out repair works at the wetland pond within the Pretoria National Botanical Garden. The project aims to restore the functionality of the wetland pond, which has been compromised due to previous damage, ensuring it operates effectively to support the garden's ecological and aesthetic functions.

Scope

The scope of work includes, but is not limited to:

• Site preparation, including removal of topsoil and existing structures as specified.
• Design and reshaping of the pond to match existing slopes (1V:3.5H).
• Installation of a high-quality HDPE geomembrane liner, welded on-site to ensure a continuous, sealed surface.
• Earthworks including excavation, compaction, and formation of pond basin and embankments.
• Removal and reinstatement of existing rock pitching and composite decking around the pond.
• Rock arrangement and reinstatement to match original configurations.
• Construction quality assurance, including seam testing and inspection.
• Repair of any damages, wrinkles, or defects in the liner system.
• Site rehabilitation, landscaping, and re-vegetation post-construction.
• Provision of health and safety measures, environmental management, and compliance with relevant standards.

Technical Requirements

The technical requirements for the tender include:

• Design & Construction: The pond must be reshaped and lined with a 1.5mm mono textured HDPE geomembrane, welded on-site to ensure a seamless, watertight surface. The liner must comply with GRI-GM13 (2021) standards, with quality assurance and testing during installation.
• Materials: All liner materials and other products must be CSIR and SABS approved, with proper certification and traceability.
• Quality Assurance & Testing: Non-destructive seam testing, peel and shear strength tests, and independent laboratory verification are mandatory. All seams must pass specified quality standards before proceeding.
• Earthworks & Site Works: Excavation, compaction to 95% PROCTOR density, and reshaping of the pond to match existing slopes are required. Rock and soil handling must follow environmental and safety standards.
• Repairs & Reinstatement: All wrinkles, damages, or defective seams must be repaired and re-tested to ensure integrity.
• Site Management & Safety: The contractor must develop and implement a comprehensive health and safety plan, appoint competent safety personnel, and ensure compliance with occupational health regulations.
• Environmental & Heritage Compliance: The contractor must adhere to environmental specifications, protect fauna, flora, archaeological sites, and manage waste and pollution responsibly.
• Documentation & Certification: All relevant permits, certificates of insurance, liability proof, and safety documentation must be submitted prior to commencement and maintained throughout the project.
