Objectives

The primary objective of this tender is to appoint a contractor for the provision of bulk roads and stormwater infrastructure in Kamhlushwa Extension 2 and 3, Nkomazi Local Municipality. The project aims to improve transportation and drainage systems, enhance safety, and support local economic development. Specific goals include constructing paved bus routes, pedestrian footwalks, taxi routes, culverts, and stormwater drainage systems, with an emphasis on maximizing local employment and on-the-job training.

Scope

The scope encompasses all civil works related to the construction of roads, stormwater infrastructure, culverts, kerbing, paving, signage, and related structures. It includes site clearing, earthworks, excavation, backfilling, laying of pipes and culverts, construction of retaining walls, kerbing, paving, installation of signage, and associated safety and environmental measures. The work also involves site establishment, temporary works, and coordination with other contractors for mechanical, electrical, and infrastructural components. The project covers approximately 10.5 km of paved roads, stormwater drainage, culverts, and ancillary facilities, with detailed design, engineering, and construction activities specified.

Technical Requirements

• Compliance with relevant standards such as SANS 1200 series, SANS 10845, SANS 1200 G, and other applicable specifications.
• Use of approved materials, including concrete, steel, pipes, and geotextiles, with certification and quality assurance.
• Implementation of environmental management measures, including erosion control, alien vegetation removal, waste management, and pollution prevention.
• Adherence to safety regulations, including site safety plans, hazard identification, and incident reporting.
• Proper setting out, leveling, and alignment of all civil works, with survey verification and control measures.
• Construction of infrastructure such as culverts, stormwater drains, kerbing, paving, signage, and lighting, with specified dimensions and standards.
• Implementation of quality control procedures, including testing, inspections, and documentation.
• Provision of site facilities, including offices, storage, and safety amenities, in accordance with specifications.

Skills Requirements

• Proven experience in civil infrastructure projects, including roads, stormwater systems, culverts, and related structures.
• CIDB registration with a contractor grading of CE 8 or higher, capable of handling projects up to R200 million.
• Qualified key personnel, including a Contracts Manager registered with SACPCMP (Pr CM) or ECSA (Pr Eng or Pr Tech Eng), with relevant experience and track record.
• Skilled workforce trained in earthworks, pipe laying, concrete works, and safety procedures.
• Environmental management and safety officers with appropriate training and certification.
• Capability to implement quality assurance and control measures, including testing and inspection.
• Ability to coordinate with other contractors and stakeholders, including environmental authorities and local communities.
