Objectives

The primary objective of this tender is to appoint a qualified contractor to design, supply, install, commission, and maintain potable water supply infrastructure for the settlements of Farm Pniel 281 in Barkley West, Northern Cape. The project aims to address unreliable and poor water quality issues by extracting water from the Vaal River, treating it on-site, and distributing it via pipelines and reticulation systems to the communities.

Scope

The scope includes:

• Construction of raw water extraction facilities, water treatment plants, and bulk pipelines.
• Installation of elevated storage tanks, reticulation pipelines, and final distribution points.
• Provision of mechanical and electrical equipment, including pumps, valves, flow meters, and disinfection systems.
• Design, supply, delivery, installation, testing, commissioning, and 12-month maintenance of all equipment and infrastructure.
• Implementation of environmental management, rehabilitation, and reinstatement of disturbed areas.
• Provision of operation and maintenance manuals and training for local operators.

Technical Requirements

The technical specifications include:

• Construction of two package water treatment plants with specified flow rates and processes (coagulation, flocculation, clarification, filtration, disinfection).
• Provision of raw water pumps, elevated tanks (minimum volumes: 90m³, 21m³, 5m³), and associated piping.
• Use of specified materials such as steel, uPVC, and high-density polyethylene, complying with relevant SANS standards.
• Installation of pressure pipelines, valves, flow meters, and electrical systems including PV solar power systems, inverters, and control equipment.
• Implementation of environmental controls, erosion prevention, pollution management, and site rehabilitation measures.
• Adherence to safety, health, and environmental legislation, including the Occupational Health and Safety Act, environmental management plans, and hazard assessments.

Skills and Competency Requirements

The contractor must demonstrate:

• CIDB contractor grading of 6CE or higher.
• Proven experience in constructing municipal water infrastructure, pipelines, and treatment plants within the last 10 years, supported by completed project certificates and references.
• Qualified key personnel, including a Contracts Manager, Site Agent, and Safety Officer, with relevant experience and professional registration (e.g., SACPCMP).
• Capability to supply, install, and commission mechanical and electrical equipment, including PV solar systems, pumps, and control systems, with appropriate certifications.
• Environmental management expertise, including hazard assessments, pollution control, and rehabilitation planning.
• Ability to implement health and safety standards, including PPE provision, site safety plans, and emergency procedures.
• Demonstrated capacity for quality control, testing, and documentation, including operation manuals and safety files.
