Objectives

The primary objective of this project is to replace the deteriorated, unsafe, and unreliable A3 and A4 passenger loading bridges at Cape Town International Airport with modern, efficient, and reliable units. The scope includes decommissioning existing structures, designing, fabricating, installing, testing, and commissioning new passenger loading bridges, including fixed tunnels, movable bridges, and associated systems to improve operational efficiency and safety.

Scope

The scope encompasses:

• Assessment, safe decommissioning, and removal of old loading bridges and tunnel components.
• Design, fabrication, installation, testing, and commissioning of new passenger loading bridges (fixed and movable parts).
• Construction of fixed tunnels connecting bridges to terminal buildings.
• Provision of supporting systems such as hydraulic, electrical, control, safety, fire detection, and communication systems.
• Compliance with statutory notifications, environmental regulations, safety standards, and airport operational requirements.
• Management of construction activities including site management, safety, environmental controls, and coordination with airport operations.

Technical Requirements

The technical scope includes:

• Design of weatherproof, corrosion-resistant structures compliant with relevant standards (SANS, ICAO, FAA).
• Provision of weatherproof, energy-efficient, and fire-safe materials, including low-emissivity glazing and anti-slip surfaces.
• Mechanical systems capable of precise, reliable movement with safety features such as limit switches, auto-levelling, and emergency stops.
• Electrical systems including power supply, control panels, PLCs, communication protocols (OPC UA), and safety interlocks.
• Installation of safety and fire detection systems integrated with airport fire safety protocols.
• Provision of security, CCTV, and monitoring systems for operational safety and security surveillance.
• Compliance with environmental, health, and safety standards, including noise, waste, and pollution controls.

Skills Requirements

The contractor must demonstrate:

• Proven experience in designing and installing airport passenger loading bridges and related systems.
• Capability to undertake structural, mechanical, electrical, and control system design and integration.
• Competence in managing complex construction projects within airport operational environments, including safety and security compliance.
• Knowledge of relevant standards (SANS, ICAO, FAA), environmental regulations, and airport safety protocols.
• Skilled personnel including project managers, engineers (civil, electrical, mechanical), safety officers, and technical specialists.
• Ability to coordinate with airport authorities, manage site safety, environmental impacts, and ensure minimal disruption to airport operations.
