Objectives

The primary objective of this tender is to appoint a developer responsible for the design and installation of a bulk sewer line for Boitekong Extension 16 within the Rustenburg Local Municipality. The project aims to enhance sanitation infrastructure, support informal settlement upgrading, and ensure compliance with relevant standards and regulations.

Scope

The scope includes:

• Design and construction of a 1.7 km pipeline with a 450mm diameter uPVC Heavy Duty CL34 pipe.
• Preparation of all necessary engineering designs, drawings, and as-built documentation.
• Compliance with national and municipal standards, including SABS, SANS, Occupational Health and Safety, and environmental regulations.
• Site survey, geotechnical investigations, environmental screening, and approval processes.
• Construction of the pipeline crossing R510 and Z543 road intersection, with all associated civil works.
• Provision of materials, workmanship, testing, and commissioning services.
• Handover of completed works to the municipality with all relevant documentation.

Technical Requirements

The technical requirements specify:

• Use of SABS-approved materials and adherence to construction regulations (2014).
• Construction of a 1.7 km sewer pipeline of 450mm diameter uPVC pipe.
• Installation of precast concrete manholes, including inspection chambers and connections.
• Geotechnical investigations to inform design and excavation methods.
• Environmental screening to determine EIA or WULA requirements.
• Compliance with the Red Book for Human Settlements Planning & Design, Occupational Health Act, and relevant standards (SANS 10400, 101507, 10142).
• Construction of associated civil works such as trenching, bedding, backfilling, shoring, and reinstatement of roads and pavements.
• Provision of detailed design, implementation, and project management plans.

Skills and Qualifications Requirements

The tenderer must demonstrate:

• CIDB registration of at least grade 6CE or higher.
• Proven experience in designing and constructing bulk sewer pipelines and civil infrastructure projects of similar scope.
• Capability to provide a qualified core team, including registered professionals such as Civil Engineers, Structural Engineers, Quantity Surveyors, and OHS Officers, with relevant experience.
• Track record of successful project delivery within stipulated timeframes and budgets.
• Financial capacity to undertake the project, supported by audited financial statements for the past two years.
• Ability to conduct geotechnical investigations, environmental assessments, and obtain necessary approvals.
• Knowledge of applicable standards, safety regulations, and environmental management practices.
• Capacity to prepare detailed work programmes, delivery schedules, and cost estimates.
• Experience in community liaison and stakeholder engagement, including appointing a Community Liaison Officer as specified.
