Objectives

The primary objective of this tender is to appoint a qualified forensic auditing firm to provide independent quality assurance services for Grade 7 – 9 contractor applications over a period of 12 months. The firm will verify application information, assess contractor credentials, and ensure compliance with relevant regulations to support the registration process.

Scope

The scope includes:

• Conducting independent quality assurance of contractor applications within 30 days post-activation.
• Verifying submitted documents such as project track records, financial statements, and supporting certificates.
• Performing verification through document review, telephonic interviews, and site visits where necessary.
• Sampling applications for review, including both public and private sector projects.
• Providing monthly and quarterly reports on pending, in-progress, and completed applications.
• Supporting and training CIDB staff on processes and documentation.
• Ensuring timely submission of investigation reports and maintaining confidentiality throughout the process.

Technical Requirements

The technical requirements specify that the firm must:

• Have experience in forensic investigation and auditing services, demonstrated through relevant project history.
• Possess qualified personnel, including a Lead Forensic Investigator/Auditor, Accountant, and other key team members.
• Provide a detailed methodology outlining how quality assurance will be managed, including risk management and process tailoring.
• Ensure independence, objectivity, and confidentiality in all activities.
• Use appropriate technologies and systems, including CRM and office facilities, to support operations.
• Deliver reports and findings within specified timeframes, with scheduled meetings for review.

Skills Requirements

The successful bidder must demonstrate:

• Experience in forensic investigations, especially in the construction or related sectors.
• Expertise in verifying project documentation, financial statements, and contractor credentials.
• Strong analytical and report-writing skills.
• Ability to conduct interviews, site visits, and document verification effectively.
• Competence in managing confidentiality and maintaining independence.
• Team members with relevant qualifications such as Certified Fraud Examiner, Professional Accountant, and other specialized roles.
• Capacity to provide ongoing support, training, and timely communication with CIDB officials.
