Objectives

The primary objective of this tender is to appoint a qualified Mechanical and Electrical Contractor to undertake the repair, refurbishment, and upgrade of the Umthamvuna Water Treatment Works and Pump Station in Ugu District Municipality, KwaZulu-Natal. The project aims to enhance the reliability and stability of water supply by replacing and upgrading critical mechanical and electrical equipment, ensuring continuous operation of the water treatment facility, and improving water service delivery to the community.

Scope

The scope of work includes:

• Refurbishment, upgrade, and repair of existing mechanical and electrical equipment at the waterworks and pump station.
• Replacement of electrical panels, motor control centres, variable speed drives, motors, pumps, valves, and associated control systems.
• Supply, installation, testing, and commissioning of new equipment, including electric actuators, control valves, and instrumentation.
• Overhaul and refurbishment of major equipment such as high-lift pumps, check valves, and transformers.
• Provision of all necessary civil, mechanical, and electrical works to ensure plant operation during and after the project.
• Testing, commissioning, and final inspection to ensure safe, reliable, and compliant operation.
• Preparation of operating and maintenance manuals, as-built drawings, and project documentation.
• Adherence to health, safety, and environmental standards throughout the project duration.

Technical Requirements

The technical requirements specify that:

• All equipment must be new, unused, and compliant with OEM specifications and South African standards.
• Major equipment such as pumps, motors, and control valves must undergo Factory Acceptance Tests (FAT) within South Africa, witnessed by the Engineer, with certification and performance validation.
• Electrical systems include complete motor control centres, overhauled motors, new high-voltage and low-voltage equipment, and monitoring systems with vibration and temperature sensors.
• All electrical and mechanical installations must meet OEM requirements, industry standards, and statutory regulations.
• Equipment must be suitable for a water pumping environment, delivered with certification, manuals, and test reports, and installed with proper protection and earthing systems.
• Work must be carried out with minimal disruption to the operational water treatment works, which operates 24/7.

Skills and Experience Requirements

Applicants must demonstrate:

• CIDB contractor grading of 3ME or higher, or capability to register prior to evaluation.
• Experience in refurbishment, upgrade, or installation of mechanical and electrical equipment for waterworks, pump stations, or similar industrial infrastructure within the last ten (10) years.
• Provision of a minimum of four (4) relevant project references, including contact details, project descriptions, contract values, and completion certificates.
• Qualified personnel, including:
• Electrical Engineers or Technologists registered with ECSA, with at least 5 years relevant experience in water and sanitation projects.
• Mechanical Engineers or Technologists with similar registration and experience.
• Capability to undertake FAT, testing, and commissioning activities, with relevant certifications.
• Compliance with health, safety, and environmental legislation, including Occupational Health and Safety Act and Environmental Management standards.
• Provision of project management, quality control, and documentation skills, including progress reports, site meetings, and close-out documentation.
