Objectives

The primary objective of this tender is to identify and appoint suitable and experienced professional service providers within the built-environment sector to deliver comprehensive support services to the Nelson Mandela Museum (NMM) over a period of three years. The aim is to ensure effective infrastructure planning, procurement management, project management, and stakeholder liaison to support the museum's development and operational needs.

Scope

The scope of work includes:

• Assessment and Planning: Conduct a full assessment of required services and develop a detailed work plan, approved by the NMM CEO, outlining all tasks and timelines.
• Infrastructure Planning: Manage infrastructural planning functions, including participation in procurement processes and tender evaluation.
• Procurement Management: Oversee procurement processes, including tender evaluations and recommendations.
• Project Management: Ensure project assurance, monitor progress, and report on various projects.
• Stakeholder Liaison: Maintain regular communication with the NMM and other stakeholders, including organizing progress meetings.

Technical Requirements

The service provider must:

• Possess relevant professional registration with bodies such as SACPCMP, ECSA, SACAP, SACQSP.
• Demonstrate experience in infrastructure planning, project management, procurement, and stakeholder engagement.
• Develop a comprehensive project execution plan (PEP) detailing understanding and approach to the assignment, including a cost breakdown that aligns with the project budget.
• Adhere to specified timeframes, including signing of the SLA, submission of work plans, and project duration of 36 months.

Skills Requirements

The successful bidder must demonstrate:

• Qualified professionals in key roles such as Project Manager, Civil/Structural Engineer, Architect with Heritage experience, Quantity Surveyor, Electrical Engineer, and Occupational Health & Safety Practitioner.
• Minimum experience requirements: typically 5+ years post-professional registration for senior roles, with supporting evidence such as CVs, registration certificates, and relevant qualifications.
• Ability to prepare detailed methodologies, work plans, and reference letters demonstrating previous project management experience.
• Capacity to coordinate multidisciplinary teams and manage multiple concurrent tasks effectively.
