Objectives

The primary objective of this tender is to appoint a multidisciplinary professional service provider, led by an architect, to design, document, and supervise the construction of five security upgrade police stations in the Western Cape Province, namely Albertinia, Cape Town Central, Harare, Ladismith, and Kraaifontein.

Scope

The scope encompasses full multidisciplinary services including architecture, civil engineering, structural engineering, electrical engineering, and quantity surveying. The appointed team will be responsible for:

• Providing comprehensive design, documentation, and construction supervision for each police station project.
• Ensuring compliance with relevant standards, statutory requirements, and security standards.
• Preparing all necessary reports, drawings, specifications, and procurement documentation.
• Managing the entire project lifecycle from inception to close-out, including contract administration and site supervision.

The projects involve multiple stages, from initial inception, concept design, detailed design development, procurement, construction supervision, to project close-out.

Technical Requirements

• The lead architect must be a registered professional with SACAP with at least 2 years’ post-registration experience.
• The professional team must include registered specialists in quantity surveying (SACQSP), structural engineering (ECSA), civil engineering (ECSA), electrical engineering (ECSA), and electrical technologists, each with a minimum of 2 years’ experience.
• All team members and sub-consultants must be sourced from the SAPS approved panels of consultants.
• The scope includes preparation of conceptual, design development, and detailed construction drawings, technical specifications, and procurement documents.
• Designs must comply with relevant standards such as SANS 10400, SANS XA, and other statutory requirements.
• Project management and supervision must adhere to CIDB and SAPS standards, including project execution planning, contract administration, site inspections, and close-out procedures.
• Provision of project execution plans, risk management, quality assurance, and progress reporting are mandatory.

Skills Requirements

• Registered professional architects with SACAP (minimum 2 years’ experience).
• Registered quantity surveyors with SACQSP (minimum 2 years’ experience).
• Registered structural engineers with ECSA (minimum 2 years’ experience).
• Registered civil engineers with ECSA (minimum 2 years’ experience).
• Registered electrical engineers or technologists with ECSA (minimum 2 years’ experience).
• Experience in security infrastructure projects and police station upgrades.
• Ability to manage multidisciplinary teams and coordinate sub-consultants from SAPS approved panels.
• Proven track record in delivering similar projects within scope, time, and budget constraints.
• Strong project management, communication, and reporting skills.
