Objectives

The primary objective of this tender is to establish a panel of contractors (6GB – 8GB) to undertake general building projects for the Free State Department of Human Settlements on an “as and when required” basis over a period of 36 months. The aim is to facilitate sustainable human settlements by delivering quality, durable residential buildings that meet legislative standards and address housing backlogs across various districts in the Free State.

Scope

The scope includes:

• Construction of general building projects, primarily housing units, in accordance with approved departmental specifications.
• Projects will be executed in different districts of the Free State province.
• Work will be commissioned on an “as and when required” basis, without guaranteed volume or specific project allocations upfront.

Additional scope details involve compliance with the National Building Regulations, NHBRC standards, and all relevant legislation related to building and housing development.

Technical Requirements

The technical requirements include:

• Registration with CIDB at grading levels 6GB to 8GB.
• Valid NHBRC registration and certificate.
• Provision of a valid COIDA certificate or equivalent.
• Demonstrated experience in general building projects, with evidence of completed projects valued above R10 million for maximum points.
• Qualified team members, including a Project Manager, Plumber, Electrician, and Safety Officer, with specified minimum experience levels.
• Adherence to quality standards, safety regulations, and environmental considerations.
• Compliance with all applicable legislation, including the Housing Act, National Building Regulations, and Occupational Health and Safety Act.

Skills Requirements

The skills and expertise required encompass:

• Proven experience in managing and executing large-scale general building projects, supported by certificates and appointment letters.
• Qualified personnel such as:
• Project Manager with a National Diploma or higher in Civil Engineering, Architecture, Construction Management, or Quantity Surveying, with at least 7 years’ experience.
• Skilled tradespeople including Plumbers and Electricians with relevant trade certificates and minimum 5 years’ experience.
• Safety officers with Occupational Health and Safety qualifications and at least 5 years’ experience in the built environment.
• Team members must provide comprehensive CVs, professional affiliations, and affidavits authorizing their use.
• Ability to deliver projects within specified standards, timeframes, and budgets, demonstrating technical competence and project management skills.
