Objectives

The primary objective of this tender is to establish a panel of contractors (9GB grading) to undertake general building projects for the Free State Department of Human Settlements on an “as and when required” basis over a period of 36 months. The aim is to facilitate the construction of sustainable, quality residential buildings that comply with relevant legislation and standards, thereby addressing housing backlog and promoting human settlements development in the province.

Scope

The scope of work includes:

• Construction of houses based on approved departmental specifications.
• Projects will be executed across various districts within the Free State.
• Services are to be rendered on an “as and when required” basis, with no guarantee of specific volume or value of work.
• Contractors may be required to undertake additional related services such as supervision, commissioning, and training.

The scope is limited to general building projects aligned with the Housing Act, National Building Regulations, NHBRC standards, and CIDB requirements.

Technical Requirements

The technical requirements include:

• Registration with CIDB at grade 9GB.
• Valid NHBRC registration and certificate.
• Compliance with the National Housing Code and relevant legislation.
• Demonstrated experience in executing large-scale general building projects (preferably projects exceeding R60 million).
• Provision of qualified key personnel, including Project Managers, Architects, Civil Engineers, and specialists such as Plumbers and Electricians, with specified minimum years of experience.
• Submission of completion certificates for relevant projects undertaken since 2018.
• Adherence to quality standards, safety, and environmental regulations.

Skills and Skills Requirements

The skills and expertise required from bidders include:

• Proven experience in large-scale general building projects, supported by completion certificates.
• Qualified personnel with relevant professional affiliations and minimum experience levels:
• Project Manager: B-ENG or B-TECH in Civil Engineering, minimum 15 years’ experience.
• Architect/Construction Management/Quantity Surveyor: minimum 7 years’ experience.
• Trade-specific specialists (e.g., Plumbers, Electricians): minimum 5 years’ experience with relevant trade certificates.
• Capability to manage multiple projects simultaneously, with skills in project planning, quality assurance, and compliance.
• Ability to deliver projects within stipulated timeframes and budgets, maintaining high standards of workmanship.
• Knowledge of relevant legislation, safety standards, and environmental regulations.
• Effective communication and reporting skills, including the ability to provide detailed CVs, affidavits, and proof of experience.
