Objectives

The primary objective of this tender is to appoint a panel of up to five (05) qualified service providers to supply chemicals, specifically chlorine gas, for water purification purposes. The appointment is for a period of two (02) years, aiming to ensure a reliable and efficient supply of water treatment chemicals to Maluti-a-Phofung Municipality.

Scope

The scope of the tender includes:

• Provision of chlorine gas in 1-ton cylinders for water treatment across various sites within Maluti-a-Phofung Municipality.
• Delivery to multiple water treatment works, including Wilge WTW, Dr Limpho WTW, Makwane WTW, and Fika Patso WTW, with specified distances and access routes.
• Training on the storage, handling, and safe use of the chemicals upon delivery.
• Supporting documentation such as company profile, proof of previous supplies, vehicle ownership, and compliance with safety standards.

Technical Requirements

The technical specifications for the products and services include:

• Supply of chlorine gas in 1-ton cylinders, with an approximate annual usage of 94 tons.
• Delivery to designated water treatment sites within specified timeframes, with response periods ranging from 1 to 10 days based on order receipt.
• Provision of trained personnel capable of demonstrating safe storage, handling, and use of chlorine gas, with communication in English and Sesotho or isiZulu (or translation facilities).
• Compliance with safety standards, including proof of professional driving permits for delivery staff and vehicle ownership or rental documentation.
• Adherence to the specified delivery schedule and distance-based rates for transportation.

Skills Requirements

The successful bidders must demonstrate:

• Experience in supplying water treatment chemicals, with proof of previous successful supplies within the last 12 months (15%).
• Company profile indicating 3-10 years of relevant experience (ranging from 0% to 25% points based on experience).
• Qualified delivery personnel with accredited training in the safe storage and handling of dangerous goods (15%).
• Proof of professional driving permits (PrDP) for drivers (20%).
• Availability of company vehicles, either owned (25%) or rented (10%), with supporting documentation.
• Ability to respond to delivery requests within specified timeframes, supported by project milestones or schedules (up to 40%).

Proposals will be evaluated on functionality, with a minimum score of 70 points required for further consideration.
