Objectives

The primary objective of this tender is to appoint a panel of up to four (4) contractors to supply, replace, and construct water and sewer networks within the Steve Tshwete Local Municipality (STLM) area. The appointed contractors will be engaged on an as-needed basis over a period of three (3) financial years to ensure the effective development and maintenance of water and sewer infrastructure in the region.

Scope

The scope of work includes:

• Supply of water and sewer network materials and components
• Replacement of existing water and sewer infrastructure
• Construction of new water and sewer networks within the STLM area

The services are to be delivered as required over the three-year period, with no guarantee of continuous work, but with the flexibility to engage contractors as needs arise.

Technical Requirements

Contractors must meet the following technical criteria:

• Hold a CIDB contractor grading of 4CE or higher
• Demonstrate the necessary skills, experience, and capacity to perform the work
• Provide a joint venture agreement if applicable, with joint ventures registered on CSD
• Submit audited annual financial statements for the past three years
• Complete all required forms fully and accurately

Additional requirements include submission of compulsory documents such as share certificates, medical certificates (if applicable), company registration certificates, municipal accounts or lease agreements, and a CSD summary report.

Skills Requirements

Bidder skills and capabilities must include:

• Proven experience in water and sewer network projects
• Technical expertise in supply, replacement, and construction activities
• Capacity to mobilize resources and execute projects within stipulated timelines
• Compliance with municipal and national standards and regulations
• Ability to meet the evaluation criteria, including functionality (minimum of 70 points), and adhere to the preferential procurement policy (80 points for price, 20 points for specific goals)
