Objectives

The primary objective of this tender is to appoint a panel of 2 to 4 service providers to carry out repairs, maintenance, upgrades, and refurbishment of water and sanitation infrastructure within the Dihlabeng Local Municipality over a period of three years. The aim is to improve service delivery, reduce the number of quotations needed, enhance turnaround times, and focus on core municipal functions.

Scope

The scope includes:

• Repairs, maintenance, refurbishment, and upgrading of water and sanitation infrastructure.
• Provision of scheduled and emergency maintenance services at various sites including pump stations, water treatment works, and sewer pump stations across Bethlehem, Paul Roux, Clarens, Rosendal, and Fouriesburg.
• Replacement and repair of pumps, motors, electrical panels, control systems, generators, and associated equipment.
• Installation, testing, commissioning, and maintenance of electrical and mechanical equipment.
• Provision of site supervision, safety, environmental management, and quality assurance.
• Preparation of as-built drawings, manuals, and reports.

Technical Requirements

The technical scope encompasses:

• Supply, installation, and maintenance of pumps (submersible, centrifugal, borehole), motors, control panels, and generators, complying with relevant standards (SANS, IEC).
• Electrical works including LV and instrumentation cabling, control systems, PLCs, HMIs, and smart controllers.
• Mechanical works such as pipework, valves, screens, mixers, and associated equipment.
• Provision of safety, health, and environmental management in accordance with Occupational Health and Safety Act and environmental regulations.
• Implementation of quality assurance systems and site safety plans.
• Adherence to specifications for materials, equipment, and installation procedures.
• Routine inspections, operational testing, and commissioning of all installed equipment.
• Preparation of detailed drawings, manuals, and as-built documentation.

Skills and Competencies Requirements

The tenderer must demonstrate:

• CIDB registration in a contractor grading of 2ME or higher.
• Proven experience in water and wastewater infrastructure repair and maintenance.
• Capability to supply and install pumps, motors, electrical panels, control systems, and generators, with relevant technical certifications.
• Qualified personnel including a Contracts Manager, Construction Manager, Safety Officer, and technical staff with relevant qualifications and experience.
• Ability to carry out electrical and mechanical installations in compliance with standards and regulations.
• Provision of quality management systems and safety plans.
• Financial capacity supported by recent financial statements and bank guarantees.
• Capacity to provide on-site training, supervision, and support services throughout the contract period.
• Compliance with environmental, health, and safety regulations, including submission of relevant certificates and plans.
• Experience with similar projects, evidenced by references and project schedules.
