Objectives

The primary objectives of this tender are to:

• Establish a panel of reputable contractors with CIDB Grading Level 6GB or higher to facilitate rapid post-disaster recovery, rehabilitation, and reconstruction of infrastructure in the Mpumalanga Province, specifically in the Ehlanzeni District.
• Enable the provincial government and relevant institutions to respond swiftly and effectively to infrastructure emergencies caused by disasters.
• Ensure the reconstruction and restoration of critical infrastructure such as water, sanitation, electrical, and human settlement facilities, promoting resilience and sustainability.

Scope

The scope of work includes:

• Post-disaster recovery, rehabilitation, and reconstruction of infrastructure within the Ehlanzeni District Municipality over a period of 36 months.
• Rehabilitation and reconstruction of water and sanitation infrastructure, electrical systems, public buildings, emergency shelters, and housing.
• Civil engineering works such as retaining walls, disaster mitigation infrastructure, and related civil projects.
• Work to be undertaken by contractors with CIDB Grading Level 6GB or higher, capable of rapid mobilization and execution.

Technical Requirements

Contractors must demonstrate:

• Technical and operational capacity to decode, plan, and accelerate recovery programs.
• Ability to mobilize and establish site operations within 7 days of appointment.
• Deployment of skilled personnel and specialized equipment for emergency response.
• Experience in disaster recovery, large-scale civil engineering, and emergency infrastructure rehabilitation projects.
• Provision of detailed project methodologies and mobilization plans.
• Availability of plant, equipment, and technological systems suitable for rapid deployment.
• Compliance with legislative and policy frameworks, including CIDB standards, Occupational Health and Safety Act, and environmental legislation.

Skills Requirements

Prospective bidders must possess and demonstrate:

• Proven experience in infrastructure rehabilitation and reconstruction, especially in disaster contexts.
• Capacity to operate under emergency conditions with rapid response capabilities.
• Financial stability evidenced by bank ratings and audited financial statements for the past three years.
• Qualified human resources, including key personnel such as Site Agents, Quantity Surveyors, Construction Managers, and Health & Safety Officers, with relevant qualifications and experience.
• Access to and capability to deploy plant and equipment necessary for civil engineering and reconstruction works.
• Ability to meet minimum functional requirements related to technical expertise, operational capacity, and project management.
