Objectives

The primary objectives of this tender are to:

• Establish a panel of reputable, financially capable, and technically competent contractors with CIDB Grading Level 8CE or higher.
• Enable rapid response and effective intervention in post-disaster scenarios to recover, rehabilitate, and reconstruct damaged infrastructure.
• Ensure accelerated reconstruction of critical infrastructure such as water, sanitation, roads, bridges, electricity, buildings, and other civil works.
• Promote infrastructure resilience, sustainability, and quality workmanship during rehabilitation efforts.
• Facilitate compliance with relevant legislation, standards, and contractual obligations during project execution.

Scope

The scope encompasses post-disaster recovery, rehabilitation, and reconstruction of infrastructure within Nkangala District Municipality, including but not limited to:

• Water and sanitation infrastructure (bulk water systems, pipelines, reservoirs, sewer systems)
• Roads, stormwater drainage, bridges, culverts, and erosion protection
• Electrical infrastructure (substations, reticulation systems)
• Buildings and human settlements (public buildings, emergency shelters, housing)
• River protection, retaining structures, disaster mitigation infrastructure
• Other civil engineering works as required for disaster recovery

The appointed panel may be called upon to undertake these services across Mpumalanga Province, other provinces within South Africa, or nationally, depending on disaster needs.

Technical Requirements

Prospective bidders must demonstrate:

• Technical and operational capacity to plan, mobilize within 7 days, and operate effectively under emergency conditions.
• Proven experience in infrastructure projects, especially disaster recovery and emergency works, supported by appointment letters, certificates, and project profiles.
• Qualified and experienced key personnel, including site agents, construction managers, quantity surveyors, health and safety officers, with relevant professional registration.
• Availability of plant, equipment, and technology, with proof of ownership or access to leased equipment.
• Financial stability evidenced by bank ratings and audited financial statements for the past three years.
• Compliance with mandatory requirements such as CIDB registration (Level 8CE or higher), COIDA registration, and submission of necessary legal documents.

Skills Requirements

Contractors must possess:

• Strong disaster recovery expertise and experience in emergency infrastructure rehabilitation projects.
• Capability to deploy skilled personnel rapidly and operate under disaster conditions.
• Capacity to manage multiple projects simultaneously with effective project management skills.
• Availability of specialized professionals such as site agents, construction managers, quantity surveyors, health and safety officers, and technical experts.
• Technological proficiency with modern construction equipment and systems to ensure efficient project delivery.
