Objectives

The primary objectives of this tender are to:

• Establish a panel of reputable contractors with CIDB Grading Level 8CE or higher for post-disaster recovery, rehabilitation, and reconstruction of infrastructure in Nkangala District Municipality.
• Enable rapid response and effective intervention following disasters to restore damaged infrastructure and essential services.
• Ensure the appointment of technically competent, financially capable contractors to facilitate accelerated reconstruction and promote infrastructure resilience and sustainability.

Scope

The scope encompasses the appointment of a panel of contractors to undertake:

• Rehabilitation and reconstruction of water and sanitation infrastructure, including bulk water systems, pipelines, reservoirs, and sewer networks.
• Roads, stormwater drainage, bridges, culverts, and erosion protection works.
• Electrical infrastructure such as substations and internal reticulation systems.
• Reconstruction of public buildings, emergency shelters, and housing infrastructure.
• Other civil engineering works, including river protection, retaining structures, disaster mitigation infrastructure, and related civil works.

The works are primarily within Mpumalanga Province but may extend to other provinces and nationally established contractors with the required CIDB grading and capabilities.

Technical Requirements

Prospective contractors must demonstrate:

• Technical and operational capacity: Ability to plan, mobilize within 7 days, deploy skilled personnel and equipment rapidly, and operate effectively under emergency conditions.
• Financial capability: Submission of current bank ratings, audited financial statements for the past three years.
• Experience and track record: Proven completion of infrastructure projects, especially disaster recovery and emergency works, with relevant appointment letters, certificates, and client references.
• Human resources and expertise: Qualified key personnel including site agents, project managers, quantity surveyors, health and safety officers, with proof of qualifications and registration.
• Plant and equipment: List of owned or leased plant, proof of access to external hire, and technological systems for emergency deployment.

Skills Requirements

Contractors must possess:

• Experience in civil infrastructure, disaster recovery, and emergency infrastructure rehabilitation projects.
• Qualified and experienced project teams with key personnel such as Site Agents, Construction Managers, Quantity Surveyors, and Safety Officers.
• Capability to mobilize and operate under disaster conditions, including effective project management, technical expertise, and resource availability.
• Compliance with engineering standards, legislation, and safety regulations.

Additionally, bidders must submit:

• Organogram of the project team with CVs and professional registration details.
• List of plant and equipment with proof of ownership or access.
• Bank ratings and financial statements.
• Methodology and mobilization plan demonstrating how they will respond rapidly to disaster situations.
