Objectives

The primary objective of this tender is to appoint a panel of competent training providers to facilitate the implementation of a Digital Skills Development Programme in the ICT sector within the Free State Province. The programme aims to train 750 unemployed learners over a period of 6 months, providing classroom and online training, with opportunities for learners to gain practical work experience and employment placement.

Scope

The scope includes:

• Partnering with the Free State Development Corporation (FDC) to deliver digital transformation training across various towns in the province.
• Implementing training in relevant technologies, notably OutSystems low-code development platform.
• Training 750 learners in digital skills, with a focus on scarce skills in the country.
• Providing training in classrooms and online, ensuring virtual delivery capabilities.
• Supporting learners' placement in jobs post-training to ensure practical application of skills.

Technical Requirements

The technical requirements for the tender include:

• Demonstration of compliance with prerequisites such as registration with the Central Supplier Database and proof of training provider registration with the OEM for the proposed technology stack.
• Provision of at least 3 CVs per technology to demonstrate relevant experience and expertise.
• Implementation of digital transformation programmes using OutSystems platform, training learners on this low-code development environment.
• Delivery of training in multiple localities, with evidence of previous large-scale projects in diverse locations.
• Development of a detailed training plan and project plan aligned with programme outcomes.
• Use of digital tools for training quality management and reporting, with evidence of infrastructure and management tools.

Skills Requirements

The skills required from the service providers include:

• Proven experience in delivering digital transformation training, specifically in OutSystems or similar platforms.
• Capability to conduct virtual training sessions effectively.
• Strong project management skills, with experience managing similar large-scale training projects.
• Qualified trainers and facilitators with relevant certifications and experience in digital skills development.
• Ability to demonstrate training quality assurance through digital management tools.
• Capacity to provide references and evidence of successful implementation of comparable projects.
