Objectives

The primary objective of this tender is to appoint a panel of qualified electrical consultants to provide professional electrical services to Umngeni Local Municipality over a contract period of 36 months. The services include support for municipal capital infrastructure projects, maintenance, repairs, and related electrical engineering tasks, ensuring compliance with relevant standards and safety regulations.

Scope

The scope of work encompasses:

• Provision of electrical consulting services on an "as and when" basis for municipal projects.
• Preparation of tender specifications and documentation.
• Design, supervision, and management of electrical network performance.
• Drafting reports for projects such as those required by INEP and other departments.
• Ensuring adherence to safety (OHS) standards and standards compliance.
• Transfer of skills and knowledge to municipal personnel.
• Subcontracting is not permitted; all responsibilities remain with the appointed consulting firm.

Technical Requirements

The technical requirements include:

• Demonstrated experience in electrical consulting, with at least 3 completed projects of similar scope and value.
• CIDB grading of 3EP/EB or higher in electrical or electro-mechanical works.
• Provision of detailed CVs and proof of qualifications for key personnel such as Project Managers, Design Engineers, Site Engineers, and Health & Safety Agents.
• Experience in project management, design, site supervision, and health and safety management.
• Provision of a comprehensive Project Management Plan and proof of professional indemnity cover.
• Ability to deliver reports, drawings (AutoCAD, DXF, PDF), and ancillary documentation within specified timeframes.
• Scoring at least 80% in functionality evaluation based on experience, personnel expertise, and resources.

Skills Requirements

The skills and qualifications required include:

• Registration with the Engineering Council of South Africa (ECSA) as a Professional Engineer or Technologist in Electrical Engineering.
• Proven experience in electrical consulting, project design, supervision, and safety management.
• Competence in drafting technical reports, managing projects, and transferring skills to municipal staff.
• Ability to provide training and exposure to municipal personnel, including theoretical and practical components.
• Strong project management skills, including planning, resource allocation, and documentation.
• Demonstrated health and safety expertise, with relevant certifications and experience.
