Objectives

The primary objective of this tender is to appoint a panel of qualified electrical consultants to provide professional electrical services to Umngeni Local Municipality over a contract period of 36 months. The services include supporting municipal capital infrastructure projects, maintenance, repairs, and ensuring compliance with relevant standards and regulations.

Scope

The scope of work encompasses:

• Provision of electrical engineering consultancy services on an "as and when" basis for a period of three years.
• Preparation of tender specifications and documentation for electrical projects.
• Design, drafting reports, and ensuring compliance with standards such as NERSA, ECSA, and grid codes.
• Management of risks associated with electrical network performance.
• Supervision of electrical infrastructure works, including site supervision, quality control, and project management.
• Transfer of skills and training of municipal personnel.
• Provision of safety management and compliance with Occupational Health and Safety Act.
• Preparation of close-out reports, drawings, and ancillary documentation upon project completion.

Technical Requirements

The technical requirements include:

• Registration of professional engineers or technologists with the Engineering Council of South Africa (ECSA) in electrical discipline.
• Proven experience in electrical consulting, including management or supervision of projects with a minimum project value and relevant CIDB grading (3EP/EB or higher).
• Demonstrated experience of key personnel such as Project Managers, Design Engineers, Site Engineers, and Health & Safety Agents, with appropriate qualifications and years of experience.
• Provision of detailed project management plans, CVs of key personnel, and proof of professional indemnity cover.
• Experience in electrical distribution networks, grid codes, and standards.
• Implementation of safety procedures and appointment of safety personnel with relevant certifications.
• Provision of training programs for municipal staff, including theoretical and practical components.
• Adherence to all applicable standards, including NERSA, ECSA, and Occupational Health and Safety regulations.

Skills Requirements

The successful bidder must demonstrate:

• Strong project management skills with the ability to handle multiple projects and deliver within deadlines.
• Technical expertise in electrical engineering, particularly in distribution networks and infrastructure projects.
• Experience in preparing technical reports, tender specifications, and compliance documentation.
• Capability to transfer skills and provide training to municipal personnel.
• Effective safety management and compliance with health and safety standards.
• Proficiency in using relevant software and drafting tools (AutoCAD, PDF formats, etc.).
• Ability to work collaboratively with municipal staff and stakeholders.
• Proven track record of delivering similar projects successfully over the past five years.
