Objectives

The primary objective of this tender is to appoint a panel of five (5) service providers to deliver comprehensive Human Resources (HR) services for a period of 36 months. The services aim to cover the entire HR value chain, including strategy development, recruitment, employee relations, learning and development, remuneration, and organizational effectiveness, ensuring alignment with organizational goals and promoting employee growth.

Scope

The scope of services required is broad and not limited to the listed items. It includes, but is not limited to:

• HR strategy development and implementation
• Employee Value Proposition (EVP) programs and wellness plans
• Design and facilitation of training programs, including engagement with third-party providers
• Development of planning strategies and frameworks
• Organizational design, structures, and processes optimization
• Building leadership pipelines and management capability enhancement
• Remuneration and reward modernization, including non-financial benefits
• Facilitation of executive strategy sessions and organizational transformation
• Learning and development initiatives aligned with organizational competencies
• Additional ad-hoc HR initiatives such as HR strategy development, EVP programs, and wellness plans

Technical Requirements

Proposals must demonstrate capability through case studies and supporting evidence, addressing the following:

• Structured, transparent, and efficient recruitment processes, including psychometric and competency assessments
• Strengthening employee relations frameworks to promote fairness and compliance
• Optimizing organizational structures and processes for efficiency and accountability
• Building leadership pipelines and enhancing management skills
• Modernizing remuneration and reward systems to ensure competitiveness and transparency
• Aligning human capital strategies with OPFA’s mandate and organizational goals
• Implementing structured learning and development programs with measurable outcomes

Case studies should include detailed responses and Portfolio of Evidence (PoE) demonstrating relevant experience and proven results in delivering similar HR solutions.

Skills Requirements

Bidder personnel must demonstrate:

• Relevant professional qualifications, such as membership with SABPP, IPM, or CHRO
• Appropriate experience levels, with personnel showing:
• Five to six years of relevant experience and similar role experience for key personnel
• Relevant academic qualifications (e.g., BA Degree or equivalent)
• Provision of organizational charts and CVs of project managers and key personnel
• Experience in successfully completing projects within the last ten years, with evidence such as reference letters and project descriptions
• Capability to deliver case studies demonstrating understanding and approach to HR initiatives aligned with OPFA’s strategic objectives
