Objectives

The primary objective of this tender is to appoint a panel of credible probity auditors and advisors to provide independent compliance reviews, advisory services, and assurance on CETA's procurement and SCM processes. The aim is to promote accountability, good governance, and integrity throughout the procurement cycle, ensuring processes are fair, transparent, and compliant with relevant legislation and policies.

Scope

The scope includes:

• Conducting probity audits of tender processes, ensuring adherence to legislations, regulations, policies, and procedures.
• Providing probity advisory services to identify and mitigate risks of irregular awards and questionable procurement practices.
• Reviewing procurement documentation, evaluation processes, and decision-making to ensure compliance with constitutional and legislative requirements.
• Assessing the integrity of the procurement process at each stage, including bid evaluation and award stages.
• Supporting CETA in achieving strategic, operational, and transformational goals, including BBBEE contribution improvements.

Technical Requirements

The technical requirements encompass:

• Provision of independent probity audits and advisory services aligned with International Standards on Related Services 4400.
• Evaluation of compliance with the Constitution of South Africa, PFMA, Treasury Regulations, and CETA SCM policies.
• Assessment of procurement documentation, evaluation criteria, and scoring to ensure fairness and accuracy.
• Documentation of findings, deviations, and recommendations for improvement.
• Provision of detailed methodology, approach, and team capacity to deliver the services over a 36-month period.

Skills and Experience Requirements

Applicants must demonstrate:

• Valid membership and registration with recognized professional bodies (e.g., SAICA, IRBA, or equivalent).
• Proven experience in conducting probity audits, compliance reviews, or related assurance services within the public or private sector, preferably over the past 5 years.
• Ability to review and evaluate procurement processes, documentation, and evaluation scores.
• Strong understanding of South African legislation, including the Constitution, PFMA, Treasury Regulations, and BBBEE policies.
• Capability to provide independent, objective advice and comprehensive reports.
• Capacity to assign qualified and experienced team members, including a Project Lead with relevant accounting or auditing qualifications and experience.
• Active and valid memberships, certifications, and accreditations for all proposed team members throughout the contract duration.
• Demonstrated ability to deliver services over a 36-month period, with capacity to handle multiple projects and provide ongoing support.
