Objectives

The primary objective of this tender is to appoint a panel of professional civil and structural engineering service providers to deliver civil and structural engineering services over a period of 36 months within the Musina-Makhado Special Economic Zone (MMSEZ). The appointed service providers will support the implementation of infrastructure projects, ensuring compliance with relevant standards, legislation, and sustainability principles, including environmental and energy efficiency considerations.

Scope

The scope encompasses:

• Provision of civil and structural engineering services across multiple projects within the MMSEZ North Site.
• Design, documentation, procurement support, construction monitoring, and project close-out for various infrastructure projects.
• Coordination with other service providers and stakeholders, ensuring compliance with legislation and standards.
• Implementation of labour-intensive construction strategies where applicable.
• Preparation of project-specific programs, project execution plans, and reports.
• Environmental impact assessments and adherence to environmental management plans.
• Design innovation emphasizing sustainability, energy efficiency, and local content.

Technical Requirements

The technical requirements include:

• Demonstrated experience in civil and structural engineering projects with a minimum professional fee value of R5 million, including satisfactory client references.
• Key personnel: A registered professional civil engineer with at least 15 years’ experience, supported by a team of registered professional engineers or technologists with relevant expertise.
• Supporting professional team: Minimum of four additional registered engineers/technologists with experience in civil and structural engineering.
• Provision of comprehensive project execution plans, including detailed project management, risk management, and quality assurance strategies.
• Compliance with the latest ECSA Scope of Engineering Services and Tariff of Fees, and adherence to legislation such as the Occupational Health and Safety Act, environmental laws, and local standards.
• Implementation of labour-intensive construction methods in accordance with EPWP guidelines, with staff competency verified and documented.
• Use of compatible software applications for project documentation and programming.
• Provision of construction monitoring, site management, and safety compliance services.

Skills Requirements

The skills and qualifications required include:

• Registered professional civil engineer (Pr. Eng) with a minimum of 15 years’ experience in civil engineering, specifically in bulk water services.
• Registered structural engineering professionals (Pr. Eng or Pr. Tech Eng) with relevant experience.
• Supporting team members: At least four registered engineers or technologists with expertise in civil and structural engineering, each with a minimum of 5 years post-qualification experience.
• Proven ability to develop and implement project execution plans, risk management strategies, and quality assurance procedures.
• Experience in environmental impact assessments, environmental management plans, and compliance monitoring.
• Demonstrated capability in managing labour-intensive construction projects, including staff competency and safety standards.
• Proficiency in project management software and documentation tools.
• Strong communication, coordination, and reporting skills to ensure effective stakeholder engagement and project delivery.
