Objectives

The primary objective of this tender is to establish a panel of qualified professional service providers in the fields of architecture and project & construction management consultancy services. These providers will be included in a database to enable the Dr Kenneth Kaunda District Municipality to procure specialized services on an as-and-when-required basis over a period of three years. The overarching goal is to streamline procurement processes, facilitate quicker project execution, reduce costs, and ensure equitable opportunities for registered professionals within the district and beyond.

Scope

The scope encompasses the appointment of a panel of professional service providers in the following categories:

• Architectural services
• Project & consultancy management services

The services will support various operational and capital projects within the municipality, including but not limited to infrastructure, water, sewer, and other related projects. The panel will serve as a pool from which the municipality can call upon for specific projects, ensuring a flexible and efficient procurement process.

Additionally, the scope includes the registration and qualification verification of firms and key personnel, submission of relevant documentation, and adherence to procurement regulations for appointment and project execution.

Technical Requirements

• Registration with relevant professional bodies (e.g., SACAP, ECSA, SACPCMP) for key personnel.
• Proof of relevant qualifications, experience, and registration for all key personnel proposed.
• Demonstrated experience in similar projects, supported by reference letters and appointment letters.
• Minimum functionality score of 70 points based on criteria such as experience, qualifications, and project portfolio.
• Compliance with CIDB registration (if applicable), municipal rates, taxes, and charges.
• Submission of valid tax clearance certificates and SARS PINs.
• Provision of a portfolio of previous work and evidence of relevant project experience.
• Adherence to the procurement and contractual procedures outlined in the tender documents.

Skills Requirements

• Professional registration and qualifications in architecture, engineering, project management, or related fields.
• Proven experience in managing and executing infrastructure and building projects within the public sector.
• Ability to demonstrate technical competence through project portfolios, reference letters, and CVs.
• Capacity to provide specialized services such as design, project management, construction supervision, and technical consultancy.
• Knowledge of relevant legislation, regulations, and standards, including CIDB regulations and municipal procurement policies.
• Effective communication, coordination, and reporting skills to ensure project success and compliance.
• Capacity to mobilize local labor and incorporate labor-intensive construction methods where feasible.
