Objectives

The primary objective of this tender is to establish a panel of qualified and experienced professional service providers to deliver civil engineering services for Walter Sisulu Local Municipality over a period of three years. The panel aims to facilitate various engineering activities including feasibility studies, infrastructural design, planning, monitoring, evaluation, and social facilitation services. The goal is to support the municipality's infrastructure development, property valuation, urban and regional planning, and community projects, thereby enhancing service delivery and project implementation efficiency.

Scope

The scope encompasses the appointment of a panel of civil engineering service providers capable of delivering a broad range of services such as:

• Roads and stormwater infrastructure
• Sport fields facilities
• Community walls and structural engineering projects
• Feasibility and market research studies
• Development of infrastructural designs and technical documentation
• Planning, implementation, monitoring, and evaluation activities
• Social facilitation and public participation services
• Property valuation and property development projects
• Urban and regional planning, including rural and small town revitalization

The panel will be active for 36 months, with procurement and project allocations based on municipality needs and priorities.

Technical Requirements

Applicants must meet the following technical criteria:

• Possession of professional certification (e.g., ECSA, CESA) as certified professionals
• Minimum qualification of NQF level 7, with relevant registration by recognized professional bodies
• Demonstrated experience through at least three completed projects in the specified fields (sports facilities, roads and stormwater, community facilities), with project references and completion certificates
• Bank rating of “C” or better, or a letter of guarantee from a registered financial institution for at least 10% of the bid amount
• Provision of detailed CVs, project experience, and traceable references for key personnel
• Company registration, valid tax clearance, CSD registration, and municipal rates and taxes compliance
• Adherence to the scope of work and compliance with all bid conditions and documentation requirements

Skills Requirements

Successful bidders must demonstrate:

• Technical expertise in civil engineering disciplines such as hydrology, structural engineering, and infrastructure design
• Proven project management skills with experience in delivering municipal infrastructure projects
• Capability to conduct feasibility studies, prepare technical documentation, and develop infrastructural designs
• Experience in social facilitation, community engagement, and public participation processes
• Ability to provide property valuation and urban/regional planning services
• Qualified and experienced personnel, including project engineers, technologists, environmental practitioners, and project managers, with supporting CVs and registration certificates
• Capacity to meet project timelines, quality standards, and compliance with municipal and national regulations
