Objectives

The primary objective of this tender is to appoint a panel of qualified professional service providers to deliver traffic engineering services on an as-needed basis over a period of 36 months. The services aim to support the Rustenburg Local Municipality in planning, designing, and managing traffic-related projects efficiently and effectively.

Scope

The scope includes providing a range of traffic engineering services, such as:

• Preliminary design and basic planning to identify potential property expropriation, structural impacts, and relocation needs.
• Information gathering by liaising with relevant government departments and entities to obtain necessary project data.
• Reporting progress and attending meetings during project execution.
• Providing deliverables based on specific project requirements, including technical assessments and designs.
• Supporting the municipality with technical expertise for various traffic-related projects as and when required.

Technical Requirements

The technical requirements specify that service providers must:

• Have personnel registered as professional engineers, technologists, or certificated engineers with the Engineering Council of South Africa (ECSA).
• Possess a minimum of 8 years post-registration experience for key personnel, with relevant qualifications such as BSc, BEng, BTech, or advanced diplomas in engineering.
• Provide evidence of professional indemnity insurance of at least R5 million, covering each occurrence and in total.
• Demonstrate experience in managing and analyzing transportation systems and projects.
• Be capable of providing services on an "as and when" basis, with work allocated through official requests and on a milestone basis.
• Ensure all project information and deliverables remain the property of the municipality.

Skills Requirements

Applicants must demonstrate:

• Proven experience in executing traffic engineering projects, with at least six completed projects or services of similar scope.
• Experience in preliminary design, traffic impact assessments, and related planning activities.
• Strong communication and liaison skills to interact with government officials and stakeholders.
• Ability to compile comprehensive reports, progress updates, and technical documentation.
• Qualified personnel with relevant professional registration and extensive experience in traffic engineering and transportation systems.
• Capability to work independently and adapt to the municipality’s operational requirements on an "as and when" basis.
