Objectives

The primary objective of this tender is to establish a panel of reputable and experienced headhunting/executive search service providers to support Postbank in recruiting high-quality executive and senior management candidates. This aims to enhance the bank's strategic initiatives, improve recruitment turnaround times, strengthen employer branding, and ensure sourcing of critical and scarce skills to support Postbank’s growth and market repositioning.

Scope

The scope includes:

• Appointment of a panel of service providers for headhunting and executive search services over a period of three (3) years.
• Provision of services on an 'as and when required' basis for both permanent and interim executive positions.
• Customised sourcing, assessment, vetting, and presentation of suitable candidates for various executive roles.
• Conducting market research, candidate analysis, competency assessments, interviews, and reference checks.
• Preparation of detailed reports, interview packs, and recommendations for appointment.
• Adherence to service level agreements, quality standards, and compliance with applicable policies and legislation.

Technical Requirements

The technical requirements for bidders include:

• Membership to professional bodies such as APSO, AESC, or equivalent.
• Registered personnel with the Health Professional Council of South Africa (HPCSA) for psychometric assessments.
• Experience in headhunting/executive search for senior executives and directors, with a minimum of 10 years in the field.
• Successful completion of at least five (5) similar placements in different companies within the last 36 months.
• Demonstrated expertise in sourcing diverse talent pools, market research, and candidate vetting processes.
• Provision of detailed candidate profiles, competency frameworks, and assessment reports.
• Ability to operate within the legal framework, including POPIA compliance and confidentiality.
• Clear contractual arrangements, including non-assignability and conflict of interest declarations.

Skills Requirements

The skills and competencies required from service providers include:

• Strong understanding of executive recruitment, talent acquisition strategies, and market dynamics.
• Expertise in behavioural and competency-based assessments, including psychometric testing.
• Ability to conduct comprehensive market research and talent mapping.
• Excellent communication, facilitation, and reporting skills.
• Experience in managing multiple simultaneous assignments with strict deadlines.
• Capability to provide high-quality interview packs, detailed evaluation reports, and candidate recommendations.
• Adherence to ethical standards, confidentiality, and data protection legislation.
• Proven track record of successful placements at executive and senior management levels.
