Objectives

The primary objective of this tender is to appoint a panel of service providers capable of submitting proposals that support Ditsong: Museums of South Africa (DMSA) in its efforts to mobilise financial resources and enhance revenue over a period of three (3) years / 36 months. The service providers will assist in conceptualisation, business planning, infrastructure development, and implementation of catalytic heritage development initiatives. Additionally, they will play a key role in attracting funding investments aligned with DMSA’s mandate, promoting economic growth, community involvement, and sustainable heritage asset management.

Scope

The scope encompasses innovative proposals that include:

• Development of investment promotion programmes and initiatives to grow DMSA’s sustainability.
• Exploration of partnership opportunities to mobilise and leverage resources.
• Designing funding structures/models for project implementation.
• Promotion of revenue enhancement concepts through funding conceptualisation, disbursement, implementation, and reporting.
• Community involvement within heritage sectors to demonstrate socio-economic impact.

The scope also involves specialist planning, project support, and identifying funding institutions for key development initiatives aligned with DMSA’s strategic objectives.

Technical Requirements

Proposals must demonstrate:

• Clear methodology and implementation plans, including activities, timelines, and resource allocation.
• Identification of key focal areas for funding mobilisation and proposed funding models per initiative.
• Detailed value of funding to be mobilised over 36 months.
• Experience in resource mobilisation within public sectors such as Art & Culture, Heritage, Agriculture/Agro-processing, and Tourism, supported by reference letters.
• Track record in securing large-scale funding and successful project execution.
• Development of comprehensive, bankable business plans/proposals.
• Qualified project team with relevant expertise, including a Team Leader with SAQA-accredited NQF Level 7 qualification in Finance or related fields, and at least three (3) years’ experience.
• Minimum of three team members with bachelor’s degrees (NQF Level 7) in Law, Marketing, Economics, Finance, or related fields, each with a minimum of three (3) years’ relevant experience.
• Experience in resource mobilisation projects with public sector references.

• Financial acumen, including budgeting, reporting, and compliance with funding requirements.
• Ability to work collaboratively with DMSA’s Project Steering Committee and other stakeholders.
