Objectives

The primary objective of this tender is to appoint a panel of qualified service providers for the supply and delivery of firearms, ammunition, and related items to the Road Traffic Management Corporation (RTMC) for a period of three (3) years. The aim is to ensure a reliable, efficient, and compliant procurement process that supports RTMC's operational needs, maintains good supplier relations, and ensures value for money.

Scope

The scope of the tender includes:

• Supply and delivery of firearms, ammunition, firearm accessories, and related items as specified in the technical requirements.
• Provision of related equipment such as safety gear, holsters, magazines, and riot gear, among others, as and when required by RTMC.
• Compliance with relevant legislation, standards, and specifications, including firearm safety, storage, and handling requirements.
• Participation in training, demonstrations, and site visits as part of the evaluation process.
• Adherence to service level agreements and performance monitoring through SLAs.

Technical Requirements

The technical specifications include, but are not limited to:

• Supply of firearms such as pistols, shotguns, and rifles with specific capacity, weight, and size parameters.
• Provision of ammunition including live rounds, blanks, and rubber bullets, all marked as per RTMC standards.
• Supply of firearm accessories such as holsters, magazines, ear protection, safety glasses, and tactical gear.
• Effect devices like smoke grenades with specified duration and effect characteristics.
• Compliance with SANS standards for safekeeping facilities and storage of firearms and ammunition.
• Provision of related items such as riot gear, noise protection, and other equipment as required.
• Demonstration of capacity to deliver items promptly and in accordance with specifications.

Skills Requirements

Applicants must demonstrate the following skills and capabilities:

• Proven experience in supplying firearms, ammunition, and related equipment to government or similar entities.
• Ability to comply with firearm legislation, safety standards, and storage requirements.
• Capacity to provide technical support, training, and demonstrations as needed.
• Strong logistical and delivery capabilities to meet RTMC's timelines and specifications.
• Ability to provide references of similar work completed successfully.
• Financial stability evidenced by valid business indemnity cover and relevant licenses.
• Compliance with all mandatory requirements, including valid dealer’s licenses and registration with the Central Supplier Database (CSD).
