Objectives

The primary objective of this tender is to appoint a panel of experienced civil engineering contractors to execute ancillary road works on roads managed by the Department of Transport within the Eastern Cape Province. The works aim to support the in-house construction teams in accelerating project delivery, developing small and emerging contractors, and ensuring the maintenance and upgrading of provincial roads to specified standards. The contractors will assist with activities such as surfacing, minor and major works, and other ancillary activities to improve road infrastructure.

Scope

The scope of work includes:

• Execution of ancillary road works such as stormwater drainage, gabions, guardrails, fencing, fencing, landscaping, and finishing of road reserves.
• Upgrading gravel roads to surfaced standards and maintaining existing provincial road networks.
• Carrying out activities like site establishment, traffic accommodation, pitching, stonework, concrete protection, fencing, landscaping, and site tidying.
• Provision of labour-intensive construction methods, employing local SMMEs and community members where practical.
• Carrying out work in various districts across the Eastern Cape, with flexibility for additional minor roads upon request.
• Issuance of work orders for specific physical works, with no guaranteed minimum number of work orders over the contract period.

Technical Requirements

The technical requirements include:

• Completion of at least two similar projects valued at R 2.5 million each within the last 10 years, located within the SADC region.
• Demonstration of relevant experience in ancillary road works such as stormwater structures, gabions, guardrails, fencing, etc.
• Provision of key personnel including a Site Agent with a minimum of 5 years’ experience in roads construction and a registered health and safety officer with at least 3 years’ experience.
• Compliance with the Construction Regulations, 2014, including submission of a Health and Safety Plan and Occupational Health and Safety compliance.
• Provision of proof of registration with the CIDB (minimum Grade 4 CE or higher) and with the Construction Industry Development Board.
• Submission of relevant project completion certificates, references, and verification forms for similar projects.
• Adherence to environmental, safety, and quality standards as specified in the tender documents.

Skills Requirements

The tender specifies the following skills and personnel requirements:

• A full-time Site Agent with a National Diploma in Civil Engineering and at least 5 years’ experience in roads construction.
• A registered Construction Health and Safety Officer (Pr CHSA, Pr CHSM, or Pr CHSO) with a minimum of 3 years’ experience.
• Key personnel must provide detailed CVs, professional registration certificates, and relevant experience evidence.
• Personnel responsible for health and safety obligations must be registered with SACPCMP.
• Contractors must employ or intend to employ key personnel for the duration of the contract.
• Ability to carry out labour-intensive construction methods and work with local SMMEs and community members.
• Capacity to manage multiple projects and work in various districts, with flexibility for additional minor works.
