Objectives

The primary objective of this tender is to appoint a panel of service providers for the supply, delivery, installation, and maintenance of comprehensive electronic security systems at ECDOH facilities for a period of 36 months on a rate-based contract. The goal is to ensure effective and efficient 24/7 security services that safeguard staff, patients, visitors, assets, and government property, maintaining a safe environment within healthcare facilities.

Scope

The scope encompasses the provision of:

• Supply, delivery, installation, and maintenance of electronic security systems including CCTV, access control, intrusion detection, alarm systems, control room layout, backup power supply, and off-site monitoring services.
• Provision of related infrastructure such as surveillance cameras, turnstiles, boom gates, RFID systems, control room equipment, and power backup systems.
• Support services including training, warranty, maintenance, and post-implementation support over the contract period.
• Implementation across multiple districts/clusters with specific equipment and system requirements detailed in the specifications.

Technical Requirements

The technical specifications include, but are not limited to:

• Surveillance cameras with various resolutions (2MP to 8MP), including fisheye, thermal, and number plate recognition cameras, with features like IR, AI analytics, and vandal-proof cages.
• Access control systems with biometric, facial, fingerprint, card, and password readers, along with door controllers, software, and lock mechanisms.
• Turnstiles, boom gates, and barriers with specified dimensions, materials, and automation features.
• Alarm and intrusion detection panels with multiple zones, PIR sensors, panic buttons, and wireless emergency systems.
• Control room infrastructure including NVRs, HDDs, monitors, and networking equipment.
• Power backup systems including UPS units, solar panels, and associated cabling.
• Support for off-site monitoring, real-time alerts, and incident management.
• Compliance with specified standards for durability, environmental resistance, and integration capabilities.

Skills Requirements

The skills and qualifications required from bidders include:

• Proven experience in deploying comprehensive electronic security solutions with project references and completion certificates.
• Qualified technicians and installers with certifications in electronic security systems, electrical engineering, or related fields, with a minimum of 5 years’ experience in CCTV, access control, alarm systems, and network infrastructure.
• Technical expertise in configuring, maintaining, and troubleshooting surveillance, access control, and alarm systems.
• Capability to develop detailed project plans, infrastructure diagrams, and installation drawings.
• Ability to provide ongoing support, training, and skill transfer to client staff.
• Knowledge of relevant legislation, standards, and security protocols, including PSIRA registration and compliance with health and safety regulations.
• Capacity to manage multiple sites and deliver within specified timelines and quality standards.
