Objectives

The primary objective of this tender is to appoint a panel of qualified service providers responsible for the supply, delivery, off-loading, and technical support of water treatment chemicals for a period of 36 months. The aim is to ensure continuous and quality water treatment at various municipal water treatment plants, adhering to relevant standards and specifications.

Scope

The scope of work includes:

• Supply of water treatment chemicals as per specified quality standards.
• Delivery and off-loading of chemicals at designated sites, primarily Weltevreden Water Treatment Works and other municipal facilities.
• On-site jar stirrer testing and demonstration of chemical performance through jar test reports.
• Provision of technical support for water treatment plant optimization.
• Adherence to quality specifications, including compliance with SANS 241 standards for drinking water.
• Provision of necessary equipment, infrastructure, and qualified key personnel for project execution.
• Compliance with health, safety, and environmental regulations throughout the contract period.

Technical Requirements

The technical requirements include:

• Provision of chemicals such as coagulants, flocculants, activated granular carbon, reverse osmosis antiscalants, chlorination gases, and related transport and rental services.
• Conducting jar tests to determine optimal dosing rates and demonstrate product efficacy.
• Ensuring chemicals meet NSF certification standards for drinking water treatment.
• Provision of detailed jar test reports, including properties like chemical name, family, formula, pH, density, appearance, and stability.
• Supply of relevant certificates such as NSF accreditation, B-BBEE certificates, tax compliance, and proof of good standing.
• Provision of qualified key personnel with relevant experience and certifications, including CVs and proof of qualifications.
• Adherence to safety, health, and environmental standards, including occupational health and safety legislation.

Skills and Experience Requirements

The tender stipulates that bidders must demonstrate:

• Experience in supplying water treatment chemicals of similar size and scope, with relevant references and project documentation.
• Proven track record in water treatment projects, including successful completion of at least five relevant projects.
• Qualified personnel, including a contract manager and technician, with appropriate educational qualifications, professional registrations, and relevant experience.
• Capability to conduct jar tests and provide detailed technical reports.
• Availability of infrastructure, equipment, and resources necessary for timely delivery and off-loading.
• Compliance with all statutory, health, safety, and environmental regulations.
• Financial stability demonstrated through recent annual financial statements and bank confirmation letters.
• Certifications such as NSF accreditation, B-BBEE status, and proof of good standing with relevant authorities.
