Objectives

The primary objective of this tender is to appoint a panel of service providers capable of delivering bulk media services to Ngaka Modiri Molema District Municipality over a period of three (03) years on an as-and-when basis. The services aim to enhance municipal communication through various media channels, including print, electronic, and digital platforms, to effectively promote municipal activities, campaigns, and public engagement.

Scope

The scope of work encompasses:

• Provision of advertising rates across print and electronic media.
• Announcement services and campaign management.
• Content creation and distribution into printed and digital newsletters related to municipal services.
• Production of aerial footage using drone technology to profile municipal activities.
• Engagement with various electronic media houses for advertising and broadcasting.
• Implementation of outdoor and mobile advertising, including billboards, street pole ads, and LED displays.
• Provision of radio and TV/online media services, including live interviews, promos, and outside broadcasts.
• Monitoring and impact assessment of media campaigns.
• Provision of aerial footage and videography services.

Technical Requirements

The technical requirements include:

• Experience in media and advertising, demonstrated through appointment letters, purchase orders, or reference letters for similar work within the past five years.
• Qualified personnel with relevant diplomas or certifications in communication, public relations, or related fields.
• Provision of detailed rates for various media services, including print, radio, TV, online, outdoor, and mobile advertising.
• Capability to produce aerial footage and drone videography with appropriate equipment and skilled operators.
• Compliance with broadcasting standards for radio and TV services, including live interviews, promos, and outside broadcasts.
• Adherence to the specified functionality evaluation criteria, requiring minimum scores for experience and personnel qualifications.
• Provision of detailed pricing schedules, including rates for different media types, durations, and geographic locations (national and local).

Skills Requirements

The tender mandates the following skills and qualifications:

• Proven experience in media planning, buying, and campaign execution, supported by appointment letters or reference letters.
• Qualified project managers or team leaders with diplomas or certifications in communication, marketing, or public relations.
• Skilled drone operators and videographers with relevant experience in aerial footage production.
• Personnel with expertise in radio and television broadcasting, including live interview facilitation and outside broadcast management.
• Capability to handle outdoor and mobile advertising, including design, installation, and rental management.
• Experience in monitoring and evaluating media impact, supported by documented campaigns and reports.
• Ability to provide comprehensive rates and costings for all media services, ensuring competitiveness and compliance with tender specifications.
