Objectives

The primary objective of this tender is to establish a panel of ten (10) qualified contractors per category to deliver road, stormwater, sanitation, water, and building construction projects for the Fezile Dabi District Municipality over a period of 36 months. The aim is to facilitate efficient, high-quality infrastructure development, refurbishment, and rehabilitation works, ensuring community participation and ownership, while adhering to legal, safety, and environmental standards.

Scope

The scope encompasses:

• Construction of new infrastructure, rehabilitation, and refurbishment of roads, stormwater systems, sanitation, water projects, and buildings.
• Civil engineering works (CE) and general building works (GB).
• Projects may include roads, stormwater drainage, sanitation facilities, water supply systems, and associated infrastructure across Fezile Dabi District Municipality.
• The specific project details will be issued as projects are allocated within the panel during the contract period.

The scope also involves compliance with community participation policies, health and safety regulations, environmental standards, and quality management systems.

Technical Requirements

• Contractors must possess valid CIDB registration (minimum grades 5CE to 8CE for civil works and 5GB to 8GB for general building works).
• Provision of proof of access to construction plant and equipment, including ownership or letters of intent from suppliers, with at least 50% of points allocated to hired or leased equipment.
• Demonstration of experience through successful completion of relevant projects with values exceeding R6.5 million for civil works, R13 million for stormwater and water projects, and R40 million for building projects within the past 10 years.
• Provision of qualified key personnel, including project managers, site agents, safety officers, and foremen, with relevant experience and certifications (e.g., SACPCMP, ECSA, NQF levels).
• Submission of comprehensive health and safety plans, quality management systems (ISO or equivalent), and environmental management plans.
• Adherence to occupational health and safety regulations, including submission of contractor safety plans and declarations.
• Provision of financial capability evidence, including bank ratings, financial statements, and proof of funding for projects exceeding R10 million.
• Compliance with community employment policies, including employment of local labor (minimum 50%) and appointment of community liaison officers.
• Completion of all returnable schedules, including experience, plant, personnel, safety, and financial capability documentation.

Skills Requirements

• Proven experience in executing similar infrastructure projects, with references and completion certificates for projects of comparable scope and value.
• Qualified personnel with relevant certifications and experience in civil engineering, construction management, safety, and environmental compliance.
• Ability to demonstrate access to and management of construction plant and equipment, including ownership or letters of intent from suppliers.
• Strong health, safety, and quality management skills, including the ability to develop and implement comprehensive safety and quality plans.
• Financial management skills, including the ability to provide proof of financial stability and funding arrangements.
• Community engagement and employment skills, with capacity to employ local labor and liaise with community representatives effectively.
• Capacity to manage multiple projects simultaneously, ensuring adherence to timelines, budgets, and quality standards.
