  • Completion of development within three (3) weeks per qualification.
  • Submission of signed development reports and ensuring no conflict of interest with developers or moderators who are accredited Skills Development Training Providers.
  • Provision of ready examination instruments with relevant answers, ensuring alignment with the OQ blueprint.

Technical Requirements

The technical requirements for the tender include:

  • Proven experience in developing EISA examination instruments/tools or similar assessments, with at least two (2) reference letters from previous clients confirming satisfactory completion of similar assignments.
  • Subject matter expertise, particularly with at least three (3) years’ experience in SAPS or DOD environments, demonstrated through detailed CVs.
  • Compliance with mandatory qualifications, including:
    • Learning programme developer statement of results (Unit standard 123394/123401).
    • Occupational Certificate: Detective (verified by SAQA if international).
  • Ability to deliver assessment instruments and model answers within the specified timeframe of three (3) weeks per qualification.
  • Adherence to confidentiality and intellectual property rights, with all project data being confidential and protected under SASSETA’s ownership.
  • Compliance with the Conditions of Contract (GCC) and submission of all required bidding documents, including Standard Bidding Documents (SBD forms), CSD registration, and tax compliance certificates.
  • Provision of detailed CVs and reference letters demonstrating relevant experience and successful completion of similar projects.
  • Participation in the evaluation process based on functionality, with a minimum of 75% to qualify for further assessment under the 80/20 preference points system.
