Objectives

The primary objective of this tender is to appoint a qualified service provider to render comprehensive cleaning services at Orbit TVET College's Rustenburg Campus for a period of 36 months. The contract includes a probation period of 2 years, with renewal subject to performance assessments. The aim is to ensure a clean, hygienic environment for staff, students, visitors, and college operations, adhering to specified standards and schedules.

Scope

The scope encompasses the provision of cleaning services across multiple designated areas within the Rustenburg Campus, including administrative buildings, classrooms, workshops, auditoriums, toilets, corridors, and external facilities. The service includes cleaning from Monday to Saturday, 06h00 to 19h00, with specific tasks such as dusting, sweeping, mopping, wall cleaning, window washing, waste disposal, and specialized cleaning for different venues. The provider must supply labor, cleaning chemicals, and equipment, and ensure proper supervision and management of staff on-site.

• Admin buildings and offices
• Classrooms and computer labs
• Workshops and training areas
• Auditoriums and stages
• Toilets and ablution facilities
• Corridors, staircases, and fire escapes
• External facilities such as guard rooms and entrances

Technical Requirements

The technical requirements specify the standards and procedures for cleaning, staff qualifications, management, and compliance, including:

Cleaning Standards & Tasks

• Daily cleaning of all designated areas, including sweeping, mopping, dusting, and waste disposal
• Specialized cleaning for carpets, windows, walls, and blinds on a quarterly or bi-annual basis
• Cleaning of toilets and ablution facilities with sanitization and disinfecting
• Cleaning of furniture, fixtures, and equipment
• Maintenance of cleanliness in high-traffic areas and external facilities

Staff and Management

• Personnel must be registered with PSIRA, properly trained, and equipped with uniforms (minimum of 3 sets per staff)
• Staff must undergo annual medical and fitness examinations
• Supervisors and managers must conduct regular site inspections, record incidents, and hold monthly meetings with college representatives
• Communication devices (cell phones with data) for supervisors are mandatory

Compliance & Legal

• Adherence to all relevant South African labor laws, including minimum wages, leave, and social security contributions
• Provision of valid insurance cover: third-party liability (R3,000,000) and professional indemnity (R500,000)
• Confidentiality and proper handling of college information and property
• Implementation of contingency plans for labor strikes or disruptions
• Reporting of incidents, breaches, and disciplinary actions promptly

Performance & Evaluation

• Performance reviews conducted annually, with continuous monitoring of service quality
• Provision of references demonstrating experience in similar cleaning services
• Compliance with health and safety standards, including providing health and safety files
• Adherence to the scope of work, timetable, and service level agreements

• Provision of all cleaning chemicals, equipment, and consumables
• Proper supervision, handovers, and shift management
• Participation in regular management meetings and reporting
• Implementation of contingency and emergency response plans
