Objectives

The primary objective of this tender is to appoint a qualified service provider to render professional electrical engineering services across four sites of Orbit TVET College for a period of 36 months, with an option to extend for an additional two years based on performance and auditor outcomes.

Scope

The scope includes verification and coordination of project requirements, adherence to policies, standards, and specifications, and providing comprehensive electrical engineering services as directed by the Project Manager. The consulting engineer will liaise with various stakeholders including campus management and maintenance teams, ensuring compliance with relevant standards and project policies.

• Receive and verify project briefs and instructions.
• Determine policies, standards, and specifications in conjunction with the Project Manager.
• Coordinate with campus management and maintenance teams.
• Provide professional electrical engineering services throughout the project lifecycle.

Technical Requirements

• Compliance with CIDB Standard Conditions of Tender and relevant government procurement regulations.
• Provision of qualified and professionally registered resources, including engineers with relevant qualifications and registration (e.g., Professional Engineer status).
• Demonstrated experience in similar projects, with a minimum of 5 years in electrical works and relevant project references.
• Development of program schedules with performance indicators (e.g., very good, good, satisfactory, poor).
• Provision of detailed approach and methodology for project execution.
• Completion of pricing schedules based on a percentage of the contract value.
• Submission of supporting documentation including professional registration certificates, experience letters, and insurance certificates.

Skills Requirements

• Professional registration with recognized bodies such as ECSA.
• Qualifications including Honours Degree, Bachelor's Degree, or National Diploma in Electrical Engineering.
• Experience in executing similar electrical projects, supported by contactable references.
• Ability to develop and manage project schedules and methodologies.
• Competence in preparing technical documentation, reports, and program schedules.
• Strong communication and coordination skills to liaise with various stakeholders.
• Knowledge of government procurement policies and standards.
