Objectives

The primary objective of this tender is to appoint a Principal Agent (PA) to provide technical, engineering, and management consulting services for a three-year period within the Nama Khoi Local Municipality. The PA will oversee and coordinate multidisciplinary teams involved in infrastructure projects, ensuring compliance with municipal standards, regulatory frameworks, and legislative requirements. Additionally, the PA will assist in procurement, project management, design, implementation, and funding engagement to facilitate successful project delivery and water security in the region.

Scope

The scope encompasses a broad range of technical and management services across multiple disciplines, including:

• Water Engineering Services: Construction of reservoirs, borehole investigations, water meter installation, geohydrological investigations.
• Electrical Engineering Services: Replacement of substations, bulk electrical infrastructure, street light upgrades, MV solar plant construction.
• Project Management & Coordination: Planning, design, procurement, construction supervision, quality assurance, and project close-out.
• Additional Services: Geohydrological investigations, energy master planning, street lighting assessment, solar plant development, and funding facilitation.

The services include design review, site inspections, contract administration, procurement support, quality assurance, and project close-out activities over the three-year period.

Technical Requirements

• Professional Registration: Key personnel must be registered with relevant bodies such as ECSA and SACPCMP, with proof of registration and qualifications provided.
• Experience: Demonstrated experience in water and electrical engineering projects within the Northern Cape, including project management, design, and construction monitoring.
• Project Track Record: Successful completion of similar projects with references, certificates, and project descriptions, particularly within municipal contexts.
• Quality Assurance: Implementation of ISO 9001:2000 or equivalent quality management systems, with proof of certification or certification process.
• Capacity & Resources: Adequate management and technical personnel, including design engineers, project managers, and construction monitors, with relevant experience and qualifications.
• Site & Office Infrastructure: Established local office within Nama Khoi or Northern Cape, with verifiable proof of address and operational status.
• Compliance & Certification: Submission of tax compliance, BBBEE status, professional indemnity insurance, and relevant project documentation.
