Objectives

The primary objective of this tender is to appoint a suitably qualified, competent, and experienced professional service provider—specifically a Civil Engineering Consultant—to oversee the planning, design, supervision, and construction monitoring of the Cala Sports Field Phase 3 project in Carlifornia, Cala. The project aims to deliver a fully developed sportsfield in Ward 5, aligned with the municipality’s capital development priorities.

Scope

The scope of works encompasses civil engineering activities including:

• Site investigation (survey, geotechnical, environmental assessment, borrow pits, licenses)
• Preparation of detailed design reports and project cost estimates
• Preparation of tender documentation with detailed schedules of quantities
• Site supervision and construction monitoring
• Project close-out, including as-built drawings

The project phases include viability assessment, detailed design, procurement, construction supervision, and project close-out.

Technical Requirements

• Confirmation and detailed documentation of project scope
• Conduct site investigations and environmental assessments
• Develop detailed design reports and project cost estimates
• Prepare comprehensive tender documentation with schedules of quantities
• Supervise construction activities and monitor progress
• Prepare close-out reports with as-built drawings
• Adhere to CIDB standard conditions of tender and procurement procedures
• Ensure compliance with environmental, geotechnical, and engineering standards

Skills Requirements

• Registered Professional Engineer or Technologist with a minimum of 10 years’ experience in civil engineering projects
• Proven track record in municipal infrastructure projects, including sportsfield development
• Company must have a fully operational office with relevant hardware and design software (e.g., civil and structural engineering software)
• Capability to conduct site investigations and environmental assessments
• Experience in project management, site supervision, and construction monitoring
• Knowledge of CIDB standards and procurement procedures
• Ability to prepare detailed design reports, tender documentation, and close-out reports
• Team composition should include qualified engineers, geotechnical specialists, and environmental consultants
• Demonstrated experience with SMME development and labour-intensive design methods is desirable
