Objectives

The primary objective of this tender is to appoint a qualified professional service provider to deliver comprehensive Health and Safety Training, produce relevant posters, and offer advisory services to ensure compliance with the Occupational Health and Safety Act. The aim is to enhance health and safety awareness, facilitate legislative compliance, and support the implementation of safety protocols within the organization over a period of 24 months.

Scope

The scope of work includes:

• Provision of various health and safety training courses recognized by the Department of Labour and SAQA, including First Aid, Fire Marshall, Evacuation Warden, Health and Safety Representatives, COID Act, Incident Investigation, Hazard Identification, and online training on the Occupational Health and Safety Act and Regulations.
• Printing and installation of health and safety posters (A0 and A1 sizes) in designated office areas, including delivery and installation.
• Provision of health and safety consulting and advisory services, including in-person, virtual, and email support, with specified hours for each mode.
• Development and production of a short evacuation protocol video (30-90 seconds).

Technical Requirements

The technical requirements include:

• All training must be delivered by certified trainers with minimum experience criteria (e.g., 5 years for specific courses, 10 years for advisory services).
• Training facilitators must be accredited and approved by TCTA prior to training commencement.
• Training courses must be recognized by SAQA and the Department of Labour.
• Posters must adhere to Occupational Health and Safety Act standards, be printed in specified sizes, and installed in designated areas.
• Advisory services must cover legal compliance, risk assessments, safety committee establishment, evacuation planning, HIRA, SHEQR, ISO standards, and environmental management.
• All deliverables must meet the scope and quality standards specified, including submission of CVs, certificates, and compliance documentation.

Skills Requirements

The skills and experience required include:

• Company must be accredited for health and safety training with at least 10 years of relevant experience.
• Trainers must have a minimum of 5 years’ experience in their respective courses and hold relevant accreditation or qualifications, such as SAQA or sector-specific certifications.
• Advisory personnel must have at least 10 years’ experience in health and safety consultancy, with expertise in legislation, risk management, and environmental standards.
• Provision of CVs for all proposed trainers and advisory staff for approval prior to training activities.
• Demonstrated experience in producing health and safety training materials, posters, and videos.
