Objectives

The primary objective of this tender is to appoint a qualified Professional Service Provider (PSP) to develop a comprehensive Water and Sanitation Operations and Maintenance (O&M) Plan for Makana Local Municipality. The PSP will assess existing water and sanitation infrastructure, analyze operational data, and formulate strategies to improve system performance, sustainability, and compliance with relevant standards and regulations. The project aims to support Makana Municipality in establishing effective water services planning, policies, and management systems across all towns and villages within its jurisdiction.

Scope

The scope of work includes:

• Establishing a project foundation through stakeholder engagement and project initiation.
• Conducting a Situational Analysis of water and sanitation systems, including infrastructure review and contextual understanding.
• Performing detailed Condition Assessments of assets such as boreholes, pump stations, reservoirs, treatment plants, and sewer systems, prioritizing repairs and refurbishment.
• Developing systems for managing operation and maintenance, including maintenance schedules, procedures, and CMMS implementation.
• Formulating management protocols for mechanical and electrical systems.
• Creating Water Quality Management Plans, Health & Safety Management Plans, and Environmental Management Plans.
• Designing financial, human resources, communication, and emergency response strategies.
• Developing a phased implementation schedule and a comprehensive O&M Manual.
• Executing project close-out, transfer of documentation, and capacity building for municipal staff.

Technical Requirements

The technical requirements include:

• Provision of qualified personnel with relevant experience and professional registration (e.g., ECSA, SACNASP).
• Delivery of detailed reports at each project phase: initiation, situational analysis, condition assessment, management systems, and final O&M plan.
• Assessment of water and sanitation infrastructure, including asset registers, operational records, and network maps.
• Development of asset management and maintenance strategies, including schedules, procedures, and CMMS systems.
• Implementation of water quality, health & safety, and environmental management protocols aligned with national standards and Water Research Commission guidelines.
• Preparation of financial, HR, communication, and emergency response plans with clear KPIs and monitoring frameworks.
• Provision of phased implementation schedule, action plans, and a comprehensive O&M manual.
• Monthly progress reporting and stakeholder engagement throughout the project duration.

Skills Requirements

The tenderer must demonstrate:

• Experience in developing water and sanitation masterplans, asset management, and infrastructure assessments within the last 10 years.
• Proven capability in conducting condition assessments, system management, and developing operational strategies for water and sanitation systems.
• Qualified personnel including:
• Civil Engineers (Pr. Eng / Pr. Tech Eng)
• Civil Technologists
• Mechanical/Electrical Technologists
• Environmental Scientists / Water Quality Experts (registered with SACNASP)
• Ability to develop and implement management protocols, safety plans, and environmental strategies.
• Strong project management skills, including planning, scheduling, and reporting.
• Experience in stakeholder engagement, capacity building, and knowledge transfer to municipal staff.
• Familiarity with South African water regulations, standards, and Water Research Commission guidelines.

All personnel involved must possess the necessary qualifications, registration, and relevant experience to ensure the successful delivery of the project objectives.
