Objectives

The primary objective of this tender is to appoint a qualified Professional Service Provider (PSP) to develop a comprehensive Water Conservation and Demand Management (WCDM) Plan for Kopanong Local Municipality. The aim is to enable the municipality to effectively address water service challenges by creating a credible strategy that assesses existing water infrastructure, analyzes water data, and proposes sustainable management practices. The project seeks to support the municipality in planning, budgeting, and implementing water conservation measures to ensure sustainable water supply and efficient usage.

Scope

The scope of work includes:

• Assessment of water treatment works, boreholes, and schemes within the municipality.
• Analysis of water infrastructure including storage, reticulation, and pumping systems.
• Development of water demand models and future water requirement projections.
• Evaluation of water metering, consumption, and losses impacting revenue.
• Formulation of strategies for water conservation, demand management, and operational improvements.
• Stakeholder engagement through workshops and meetings with relevant authorities and community representatives.
• Preparation of detailed reports, including inception, interim, and final WCDM strategies, and a close-out report.
• Development of Standard Operating Procedures (SOPs) and recommendations for infrastructure upgrades and maintenance.
• Facilitation of the formation of a Project Steering Committee and regular progress reporting.

Technical Requirements

The technical requirements specify that the PSP must:

• Conduct detailed technical assessments of existing water infrastructure and systems.
• Develop water demand and supply models based on current data and future projections.
• Identify and evaluate water losses, inefficiencies, and operational constraints.
• Ensure compliance with all relevant legislation, including Occupational Health and Safety and Environmental laws.
• Obtain necessary authorizations and permits from authorities.
• Engage stakeholders through organized workshops and meetings, documenting inputs and feedback.
• Prepare comprehensive reports and strategies aligned with best practices and industry standards.
• Implement a performance management system to monitor water demand and conservation efforts.

Skills Requirements

The tender specifies that the PSP must possess the following skills and expertise:

• Project Management: Proven experience in managing water infrastructure projects, stakeholder engagement, and report preparation.
• Technical Expertise: Qualified engineers (Civil, Electrical, Mechanical) registered with relevant professional bodies (e.g., ECSA) with minimum years of experience:
• Contracts Manager: B Tech or B Eng in Civil Engineering, registered with ECSA, with at least 5 years post-qualification experience.
• Electrical Engineer: B Tech or B Eng in Electrical Engineering, registered with ECSA, with at least 5 years post-qualification experience.
• Mechanical Engineer: B Tech or B Eng in Mechanical Engineering, registered with ECSA, with at least 5 years post-qualification experience.
• Water Sector Knowledge: Experience in water treatment, distribution, demand management, and water loss reduction.
• Data Analysis and Modelling: Ability to analyze water data, develop demand models, and interpret technical reports.
• Stakeholder Engagement: Skills in organizing and facilitating stakeholder workshops and meetings.
• Legislative and Regulatory Compliance: Knowledge of South African water laws, environmental regulations, and occupational health and safety standards.
• Reporting and Documentation: Ability to produce detailed technical reports, strategies, SOPs, and progress updates.
