Objectives

The primary objectives of this tender are to appoint a professional service provider to manage and implement the Rural Roads Assets Management System (RRAMS) within Lejweleputswa District Municipality over a period of three (3) financial years. Specific aims include assessing the extent and condition of roads, identifying backlog and funding requirements, evaluating existing information systems, delivering long-term value for money, optimizing road space and accessibility, and ensuring road safety for the public.

Scope

The scope encompasses comprehensive development of a Road Asset Management System (RAMS) that supports strategic planning, maintenance, and investment decisions for the district’s road network. Key activities include:

• Conducting road condition surveys for both surfaced and unpaved roads.
• Updating road and bridge inventories, traffic data, and asset condition data.
• Implementing visual assessments and surveillance equipment for deterioration analysis.
• Developing strategies for maintenance and construction prioritization.
• Generating reports on road conditions, structures, traffic, and network evaluations.
• Providing ongoing support, training, and stakeholder engagement.

The project also involves continuing with existing data collection phases and aligning with departmental requirements, including considerations for roads in Masilonyana, Tswelopele, and Nala municipalities.

Technical Requirements

The technical requirements include:

• Implementation of a Road Asset Management System (RRAMS) with hardware and software components.
• Familiarization and upgrade of existing systems, including licensing and maintenance.
• Collection and analysis of road network data, including pavement, bridge, and ancillary assets.
• Visual and structural assessments of paved and unpaved roads.
• Traffic data collection and analysis.
• Preparation of detailed reports, business plans, and maintenance strategies.
• Provision of training and skills transfer to municipal staff.
• Adherence to departmental standards and guidelines, including DORA requirements.

Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Proven experience in road asset management, preferably within South Africa.
• Technical expertise in civil engineering, road surveying, and GIS applications.
• Qualified personnel including:
• Team Leader/Project Manager with a BTech or NDiP in Civil Engineering, registered with ECSA (10 points).
• GIS Practitioner with a BSc in Geoinformatics, registered with SAGC (5 points).
• Project Administrator with relevant administrative qualifications (5 points).
• Experience in similar projects with references and completion certificates.
• Ability to provide certified CVs and qualifications of key personnel.
• Capacity to undertake data collection, analysis, reporting, and stakeholder engagement.
• Knowledge of South African road standards, policies, and legal frameworks.
