Objectives

The primary objective of this tender is to procure a qualified Professional Service Provider (PSP) to oversee the design, construction, and commissioning of new sanitation facilities and water infrastructure within Limpopo Province (Cluster 6). The PSP is expected to ensure compliance with national norms, standards, and relevant regulations, from project initiation through to completion, including site evaluation, design development, construction supervision, and project close-out. The goal is to deliver fully operational sanitation and water facilities that meet the needs of schools and communities, with a focus on quality, safety, and adherence to statutory requirements.

Scope

The scope covers all stages (1-7) of project implementation for sanitation and water infrastructure within the Mopani District Municipality, including but not limited to:

• Stage 1: Strategic briefing and site assessment
• Stage 2: Concept development
• Stage 3: Detailed design and engineering documentation
• Stage 4: Tender documentation and procurement support
• Stage 5: Construction supervision, site management, quality assurance, and testing
• Stage 6: Handover, training, and operational support
• Stage 7: Project close-out, final documentation, and defect rectification

The works include constructing various sanitation facilities (e.g., toilets, urinals, disabled facilities), refurbishing existing structures, water boreholes, tanks, fencing, and associated infrastructure across multiple sites in the district.

Technical Requirements

The PSP must:

• Conduct comprehensive site evaluations and feasibility studies
• Develop detailed designs compliant with SANS 10400 standards and other relevant regulations
• Produce tender documents, specifications, and drawings suitable for construction
• Manage and oversee construction activities, ensuring quality, safety, and statutory compliance
• Coordinate with stakeholders, including local authorities and the Department of Education
• Implement testing, commissioning, and handover procedures
• Prepare as-built drawings, operation manuals, and warranties
• Ensure environmental, health, and safety regulations are adhered to throughout the project

Skills and Resource Requirements

The successful bidder must demonstrate the availability of the following qualified resources, each supported by valid registration and experience:

• Project Manager (Pr. CPM, SACPCMP): Minimum 6 years post-registration experience, responsible for overall project coordination.
• Architect/Senior Architectural Technologist (Pr.Arch, Pr SArch T, SACAP): Minimum 6 years post-registration, responsible for design and documentation.
• Quantity Surveyor (Pr.QS, SACQSP): Minimum 6 years post-registration, cost management and tender evaluation.
• Civil/Structural Engineer (Pr.Eng./Pr.Tech, ECSA): Minimum 6 years post-registration, responsible for structural design and supervision.
• Electrical Engineer/Technologist (Pr.Eng./Pr.Tech, ECSA): Minimum 6 years post-registration, electrical systems design and oversight.
• Construction Health & Safety Consultant (CHSM, SACPCMP): Minimum 5 years’ experience, responsible for safety compliance.
• Social Facilitator: Minimum 6 years’ experience in infrastructure projects, responsible for community engagement and stakeholder liaison.
• Clerk of Works: Minimum 6 years’ experience in built environment projects, responsible for on-site supervision and quality control.

All resources must be professionally registered, with proof of registration and experience supporting their roles. The bidder must ensure resource availability and commitment for the duration of the project.
