Objectives

The primary objective of this tender is to appoint a qualified professional service provider to deliver various Health and Safety Training services. This includes conducting recognized training programs, printing relevant posters, providing health and safety consulting services in line with the Occupational Health and Safety Act, and producing an evacuation video. The overarching goal is to ensure compliance with the Occupational Health and Safety Act and its regulations over a period of 24 months.

Scope

The scope of work encompasses:

• Provision of various recognized health and safety training courses, including First Aid, Fire Marshall, Evacuation Warden, COID Act, and Occupational Health and Safety Act training, both on-site and virtual.
• Printing and installation of A0 – A1 posters related to the Basic Conditions of Employment Act and Occupational Health and Safety Act in designated office areas.
• Health and Safety consulting services covering all matters related to the Occupational Health and Safety Act, including ISO standards and other legislative requirements.
• Delivery of advisory services through various channels (in-person, Teams, email).
• Production of a 30 to 90-second evacuation protocol video for the corporate office.

Technical Requirements

The technical requirements include:

• All training must be recognized by the Department of Labour and SAQA, with facilitators certified accordingly.
• Training courses must be delivered by facilitators with a minimum of 5 years’ experience and relevant accredited qualifications.
• Printing of posters must meet Occupational Health and Safety Act standards, with installation in designated areas.
• Consultation services must include advice on ISO standards (ISO 9000, ISO 14000, ISO 45000) and other legislative matters.
• Provision of a professionally produced evacuation video, including videography, editing, and finalization.
• All materials and services must comply with relevant legislation and standards.

Skills Requirements

The skills and experience required from the service provider and facilitators include:

• Company Experience: Minimum of 5 years’ accredited training experience in health and safety, with HWSETA or equivalent accreditation.
• Facilitator Experience:
  • First Aid Trainer: Minimum 5 years’ experience, accredited facilitator and assessor, with a Level 1 First Aid NQF certificate.
  • Evacuation Trainer: Minimum 5 years’ experience, SAQA-accredited qualification in emergency management or security practices.
  • Fire Marshall Trainer: Minimum 5 years’ experience, firefighting certification (e.g., Level 1).
  • COID and Occupational Health & Safety Act Trainers: Minimum 5 years’ experience, accredited by relevant SETA, with registered assessors.
• Advisory Services: A resource with at least 10 years’ experience in health and safety legislation, risk assessments, ISO standards, and related consultancy.
• Production Skills: Videography, editing, and video production expertise for creating evacuation protocol videos.
