Objectives

The primary objective of this tender is to appoint a qualified professional service provider to conduct visual and technical condition assessments of infrastructure at Amazibula and Gaga Traditional Councils in the Rharhabe region. The service provider will also develop a procurement-ready Bill of Quantities (BOQ) to facilitate refurbishment works, supporting the Department of Cooperative Governance and Traditional Affairs (COGTA) in maintaining and upgrading traditional council infrastructure.

Scope

The scope of work includes:

• Performing visual and technical assessments of all relevant structures and services.
• Compiling a detailed defects and compliance register with prioritization.
• Developing a refurbishment scope with outline design intent.
• Preparing a fully measured Bill of Quantities in accordance with ASAQS standards.
• Creating a cost estimate and refurbishment phasing programme.
• Deliverables include inception reports, condition assessment reports with photographic records, defects and compliance registers, refurbishment scope and specifications, procurement-ready BOQ, cost estimates, phasing programmes, and final consolidated reports.

Technical Requirements

The technical requirements specify that the service provider must:

• Undertake comprehensive visual and technical assessments of infrastructure.
• Develop detailed defect and compliance registers with prioritization.
• Prepare a refurbishment scope aligned with outline design intent.
• Produce a measured Bill of Quantities following ASAQS standards.
• Provide a cost estimate and phased refurbishment plan.
• Demonstrate experience in similar projects, with at least three relevant projects in the past five years.
• Show proof of registration with relevant professional councils (e.g., ECSA, SACQSP).
• Meet minimum experience requirements of five years in construction management.

Skills Requirements

The successful bidder must possess:

• Qualified personnel registered with professional bodies such as ECSA or SACQSP.
• Proven experience in conducting infrastructure condition assessments and developing BOQs for refurbishment projects.
• Demonstrated capability to prepare detailed assessment reports, defect registers, and cost estimates.
• Ability to develop comprehensive project methodologies with clear timelines and deliverables.
• Experience working within the public sector or similar institutional frameworks.
