Objectives

The primary objective of this tender is to appoint a qualified professional service provider to develop a comprehensive Funding, Resource Mobilisation, and Revenue Enhancement Strategy for the National Heritage Council (NHC). The strategy aims to improve partnership and investment frameworks, identify and assess partnership and investment models, explore public-private partnership opportunities, and support implementation through stakeholder engagement and partnership mobilisation frameworks.

Scope

The scope of work includes:

• Developing a detailed Funding, Resource Mobilisation, and Revenue Enhancement Strategy covering the period 2026/27 – 2028/29.
• Facilitating consultations with DSAC, development partners, and other stakeholders.
• Developing partnership and investment models, including public-private partnerships (PPPs).
• Creating a practical implementation plan with an actionable roadmap, funding pipeline, and stakeholder engagement framework.
• Providing knowledge transfer and capacity building to NHC staff.
• Delivering reports at various project milestones, including situational analysis, draft strategy, stakeholder consultation, and final strategy with implementation plan.

Technical Requirements

The technical requirements for the project include:

• Conducting situational analysis and institutional benchmarking.
• Developing a comprehensive strategy aligned with DSAC priorities and best practices in heritage sector funding.
• Facilitating stakeholder consultations and capturing inputs for strategy refinement.
• Drafting and finalising a detailed Funding and Revenue Enhancement Strategy with an implementation roadmap.
• Ensuring all deliverables are practical, measurable, and verifiable.
• Providing a detailed methodology and work plan within two weeks of project inception.
• Ensuring compliance with relevant laws, including PFMA, PPPFA, POPIA, and NHC’s internal policies.

Skills Requirements

The successful service provider must demonstrate:

• Proven experience in developing revenue enhancement and fundraising strategies, particularly in the public sector or heritage arts and culture sectors.
• Strong stakeholder engagement and partnership mobilisation skills.
• Expertise in public-private partnership development and investment modelling.
• Capacity to conduct institutional assessments, benchmarking, and policy analysis.
• Qualified professionals in relevant fields such as finance, public management, heritage management, and stakeholder engagement.
• Ability to transfer knowledge and build internal capacity within the NHC.
• Experience in managing similar projects within the stipulated three-month timeframe.
