Objectives

The primary objective of this tender is to appoint a qualified and capable professional service provider to deliver security K9 services for a period of three years. The services aim to support municipal law enforcement, enhance crime prevention, facilitate crowd control, and provide protection for municipal properties, events, and operations.

Scope

The scope of work includes:

• Provision of trained K9 units (dog and handler) to patrol and secure municipal properties, events, and operations.
• Deployment of K9 units for crime prevention, security patrols, and property protection.
• Maintenance of K9 units, including health, welfare, and operational readiness.
• Provision of a mobile patrol vehicle equipped for K9 operations.
• Monitoring and reporting on service delivery and compliance with performance indicators.

The service provider must ensure that each K9 unit comprises a trained dog and handler, with dogs meeting specific health and obedience standards, and handlers possessing valid licenses. The contract duration is three years, with performance monitored through key performance indicators (KPIs).

Technical Requirements

The technical specifications for the tender include:

• K9 Unit Composition: Each unit must consist of a trained dog and a licensed handler.
• Dog Requirements: Dogs must be healthy, well-trained, obedient, and meet specific breed and age criteria. Proof of active licenses must be submitted.
• Handler Requirements: Handlers must be trained, licensed, and experienced in K9 operations, with proof of relevant certifications.
• Service Delivery: The provider must supply a minimum of two shifts per day (day and night), each lasting at least 8 hours, with rates specified for each shift.
• Vehicle Requirements: A mobile patrol vehicle must be provided, equipped for K9 deployment, and maintained in good working condition.
• Health & Welfare: The provider must ensure the ongoing health, welfare, and proper care of all K9 units, including regular veterinary checks.
• Insurance & Liability: The service provider must hold adequate insurance coverage for the K9 units and handlers, covering damages, injuries, or losses.
• Reporting & Communication: Regular reports on patrol activities, incidents, and service performance must be submitted to the municipality.
• Performance Monitoring: The provider must adhere to key performance indicators, including response times, obedience tests, and operational standards.

All rates must be fixed for the first 12 months and include all costs such as dog food, uniforms, insurance, and administrative expenses. Submission of relevant documentation, including proof of licenses, previous work, and compliance certificates, is mandatory.
