Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a comprehensive diagnostic assessment of the NHFC’s organisational culture, climate, employee engagement, and change management practices. The assessment aims to identify root causes of organisational challenges, provide actionable insights, and develop practical interventions to foster a high-performance, inclusive, and resilient organisational environment aligned with NHFC’s strategic objectives, especially within the context of the approved Turnaround Strategy.

Scope

The scope encompasses a 12-month diagnostic process involving:

• Designing and implementing a scientifically grounded diagnostic framework using qualitative and quantitative methods.
• Data collection through surveys, interviews, focus groups, and document reviews across all organisational levels.
• Assessment of organisational climate, employee engagement, and change management practices, including analysis of policies, procedures, and post-merger integration challenges.
• Evaluation of drivers of low staff morale, disengagement, resistance to change, and performance constraints.
• Analysis of organisational evolution, remote/hybrid work impacts, and recent strategic shifts.
• Validation of findings through stakeholder engagement and development of evidence-based recommendations.
• Development of an implementation roadmap extending beyond the contract period (up to 24 months) for sustaining interventions.
• Capacity building and skills transfer to NHFC staff to independently manage and monitor implementation.

Technical Requirements

The service provider must:

• Develop a robust, scientifically credible diagnostic methodology tailored to NHFC’s environment.
• Use mixed methods including surveys, interviews, focus groups, and document analysis, ensuring data validity through cross-validation.
• Ensure inclusivity and broad stakeholder participation, capturing diverse organisational perspectives.
• Conduct root cause analysis of organisational issues with practical, actionable recommendations.
• Evaluate change management practices, leadership alignment, and resistance factors, considering merger history and hybrid work environments.
• Facilitate validation workshops and stakeholder engagement sessions.
• Produce a comprehensive final report covering organisational climate, employee engagement, root causes, and strategic recommendations.
• Design an implementation plan with phased interventions (short, medium, long-term) and a detailed Gantt chart.
• Develop a capacity-building and skills transfer program for NHFC staff to sustain improvements beyond the project duration.

Skills Requirements

The bid must demonstrate that the team possesses:

• Experience and expertise in organisational diagnostics: Proven track record in conducting similar assessments in public/private sectors, with relevant project delivery evidence.
• Key personnel qualifications:
  • Lead Research Specialist: Master’s degree (NQF Level 9) or higher, with at least 10 years’ relevant experience in organisational diagnostics.
  • Change Management Specialist: Honours degree (NQF Level 8) or higher, with at least 8 years’ experience in change interventions and organisational transformation.
• Reference letters: Four (4) recent client references confirming successful delivery of similar projects.
• Methodology and approach: Clear, comprehensive, and tailored diagnostic design, stakeholder engagement, and validation processes.
• Implementation and skills transfer: Ability to develop practical implementation plans, facilitate stakeholder buy-in, and transfer knowledge/tools for sustained impact.
